Before the fall  Mainstreaming: strategy and monitoring requirements (for all)  Clearing: small pockets  Strengthening: centres of excellence (for some)  Stabilising: structured partnerships (for the many)  Awarding powers (for the few)  Targeting: under-served areas

After 2011  Demographic decline  Fee deregulation (perhaps)  Increased competition  Selective intervention  Rediscovery of adults  Survival of sectors (probably)

What of the English experiment?  Changing the pattern of demand, with supply-side and demand-side incentives  Increasing differentiation, without formal stratification  Controlling the range, alongside diversity of mission
