CrossRef Annual Member Meeting CrossRef/PILA Annual Meeting Fairmont Copley Hotel, Boston September 25 th, 2002

CrossRef Annual Member Meeting 'Journals are the principal means by which scientific knowledge is disseminated. The market, which operates worldwide, has a number of features that suggest that competition may not be working effectively. However, market forces harnessing new technology may change this without the need for intervention.' John Vickers, Director General of Fair Trading, The market for scientific, technical and medical journals-A statement by OFT. (UK Office of Fair Trading) PN 55/02 9 September 2002

CrossRef Annual Member Meeting CrossRef’s Mission(s) To do collectively what can’t be done individually –Use technology to improve scholarly communications by making content acquisition and discovery easier for scholars –Add value to content –Provide better services to libraries

CrossRef Annual Member Meeting CrossRef’s Role Non-profit membership association –Reference linking service –DOI Registration Agency Registration of metadata and unique, persistent identifiers Representation on IDF Board, TWG and RAWG –Standards and Guidelines Rules governing metadata and linking DOI Guidelines – using DOIs

CrossRef Annual Member Meeting Update New system – performance, data quality, billing Switch to XML Schema DOIs for journal titles Parameter passing (OpenURL?) DOI Guidelines - revision CrossRef Search

CrossRef Annual Member Meeting 2002 Library affiliate growth and linking has been strong – Localized Linking Outreach and active engagement with library community – Localized Linking Prototype moved to implementation, interest in archiving issues CrossRef Library Advisory Board meeting 10/28 Secondary and A&I use of CrossRef and DOIs going slowly

CrossRef Annual Member Meeting DOIs and Linking USE DOIs and GET OTHERS TO USE THEM Publishers should include DOIs in all their external data feeds to third parties Publishers should use DOIs as their preferred mechanism for links to full text articles Publishers should display DOIs in online and print journals as a standard part of bibliographic data and should encourage secondaries to do the same

CrossRef Annual Member Meeting DOIs and OpenURL OpenURL is not an alternative to CrossRef and DOIs – they work together The DOI system and CrossRef are OpenURL aware and therefore publishers are OpenURL through use of CrossRef and DOIs. CrossRef and the DOI system are OpenURL – and so are publishers who use DOIs

CrossRef Annual Member Meeting IDF Update IDF Registration Agency –IDF Board of Directors –Registration Agencies Working Group –Handle System Advisory Committee Burst of activity - Six RAs –TSO (The Stationery Office) – UK Gov –CDI – Corbis (images), Enpia (Korea), LON (DoD and e-learning), CAL (Australian copyright agency) –Discussions with Adobe on Acrobat Reader

CrossRef Annual Member Meeting 2003 Improved member support –Doing as much as possible with current resources/identifying the best use of additional resources Enhanced Linking: parameter passing and multiple resolution

CrossRef Annual Member Meeting 2003 Continuing financial analysis –fees and fee structure –Cash flow and balance sheet projections Libraries - Localized linking/OpenURL/OAi/Archiving ONIX for Serials

CrossRef Annual Member Meeting Ongoing Issues Members need to deposit AND to link references! –Linking is a requirement - “linking” fee may be imposed Support is available from CrossRef Participate in TWG – this is your organization

CrossRef Annual Member Meeting Board of Directors Election American Institute of Physics - Marc Brodsky American Psychological Association - Linda Beebe Blackwell Publishing - Robert Campbell IEEE - Anthony Durniak Wolters-Kluwer Int’l Health & Science – Dean Vogel

CrossRef Annual Member Meeting Financial Review Pieter Bolman, Treasurer

CrossRef Annual Member Meeting 2002 Financial Highlights 44% increase in revenue over % increase in expenses over % fee increase in July days average for invoice payment –Finance charges for late payments will be instituted in October billing Deposits doing well; member retrievals are increasing; non-member retrievals lagging

CrossRef Annual Member Meeting Strategic Issues Rolling 12-month cash flow, balance sheet and income statement "forward view" projections planned for each quarter $2 million in loans to be repaid Need operating surplus to repay loans: –Use of system must increase (linking and new content types)

CrossRef Annual Member Meeting Strategic Issues The system is largely a fixed cost and must be supported by continuous fee reimbursement –Very large database (deposit fees are one-time fees) Consider annual maintenance fee for DOIs OR adjust membership fees to include this –Not linking means unused system capacity Consider minimum “linking fee” for all or “non-linking fee” for publishers not linking after a certain amount of time

CrossRef Annual Member Meeting 2003 Budget Budget will be done in October and November Better data after almost 2 years of operating experience –Will study all the fees and see if any adjustments are needed New system will improve performance and billing (will need some time to see the full impact)
