IP Misuse Report Jonathan Dahl IEEE Global Sales & Customer Operations June 23, 2011
Three types of misuse 1. Member misuse 2. Robotic misuse 3. Copyright misuse 12/8/20152
What constitutes misuse? For members… –Shared usage of membership –Excessive downloads by one member –Buying print subs at member prices for organizational use For customers… –Sharing a member’s access with other employees throughout the organization –Sharing IEEE content with other organizations –Reselling IEEE content to other organizations
Member misuse criteria In November 2007 TAB endorsed a “recommendation on member access to SMDLs” –Thresholds are > 100 downloads in 24 hours > 500 downloads in one month > 5 IP addresses in 24 hours > IP addresses than sessions (ie, spoofing)
Some Society Digital Lib subs appear questionable (2010 data) Note: MDL = Member Digital Library SDL = Society Digital Library # of MDL subscription downloads are limited # of SDL subscription downloads are unlimited 4,286 members subscribe to 3+ SDLs 1,338 members subscribe to 4+ SDLs 45 members subscribe to 10+ SDLs 12/8/20155
Member misuse cases average = 45/month, growing slightly 12/8/20156
Member Subscriptions to Paid Optional Pubs (March 2011) 190 Members subscribed to journals 455 Members subscribed to journals 1,690 Members subscribed to 6-13 journals * does not include subscriptions bundled w/ Society Membership 12/8/20157
We’ve had success converting cases of misuse (since implementation 7/08) Year# of conversions Revenue 20087$57K $127K 20106$284K 2011 YTD5$92K Total30$560K 12/8/20158 * $800K of IP value still being investigated

2. Robotic misuse Individuals penetrate university sites, steal valid Xplore session IDs, then download from Xplore Rogue usage from “legitimate” users at our customers 12/8/201510
Illicit robotic activity Instances per month May Apr /8/201511
3. Copyright Misuse IEEE content is increasingly being posted illicitly on file-sharing services Three biggest are –4Shared.com –Rapidshare.com –filesonic.com Work closely with IPR group and D&W 12/8/201512

Other Efforts Educating Members: –Friendly reminders outlining IEEE usage policies to all SDL and MDL subscribers –Monthly s reminders to new subscribers of VuSpec and SDLs IEEE Personal Subscription Webpage: New Terms of Use on Xplore were released in Xplore 3.2… becoming more comprehensive in 2012 IBP release
Other Efforts (continued) Looking to determine “China” strategy Collaborating with peers (OPWG, ASTM) Auto-throttle (hopefully 2011) Net-Insights tracking for individual subs (hopefully 2011)
