ROLE OF THE SECURITY AND DEFENSE R&D POLICY, CONCEPTS AND MODEL In the context of the previous slide, in the area of defense and security R&D management it is quite important: - the R&D policy to create conditions and to define as a goal - the R&D concepts to determine as a task - the R&D model to ensure the practical capabilities for implementing regular and rational actualization and development of the applied management technologies.

CRITICAL ANALYSIS METHOD WHAT? WHERE?WHO? WHEN? HOW? WHY? HAS ORGANISATIONAL AND STRUCTURAL CONTEXT. WHY? POINTS THE WAY, THAT COULD BE USED TO ACHIEVE WHAT IS ALREADY DEFINED. WHY? POINTS THE PERIOD OF TIME, WHEN THE DEFINED GOALS MUST BE ACHIEVED. WHY? POINTS WHO IS RESPONSIBLE OF ACHIEVING THE DEFINED GOALS. WHY? QUESTION, THAT ENSURES RATIONALITY OF THE ANSEWRS IDENTIFIES THE REAL CONTENT OF THE MANAGEMENT PROCESS. WHY?

ROLE OF THE SECURITY AND DEFENSE R&D POLICY, CONCEPTS AND MODEL - Is not the planning process of R&D activities too complicated and what is the level of the associated risk for the final results. - Is it clear enough the borderlines between the different management systems – DAS, IDRMS, FMS, which cover all activities within R&D management process. - Is it R&D management model efficient enough and does it work well on all management levels – strategic, tactical, operational. - Is it clear enough the content of different management components – policy, guidance and attendance/service for different management levels. - How can be assessed the achieved results from R&D management process by practically applied model from ROC point of view.
