Progress Towards Regional Coastal Ocean Observing Systems: Interactions between the NERRS, RAs and Sub-regional Monitoring and Observing Efforts 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

Reserves are protected for:  Long-term research and monitoring  Education  Resource stewardship 27 reserves protecting 1.3 million acres estuarine lands and waters 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

NERRS Goals 1. Strengthen the protection and management of representative estuarine ecosystems to advance estuarine conservation, research, and education. 2. Increase the use of reserve science and sites to address priority coastal management issues. 3. Enhance peoples’ ability and willingness to make informed decisions and take responsible actions that affect coastal communities and ecosystems. 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

System-wide Monitoring Program Goal: Promoting stewardship of the Nation’s estuaries through science and education using a system of protected areas Purpose: To identify and track short-term variability and long-term changes in the integrity and biodiversity of representative estuarine ecosystems and coastal watersheds for the purpose of contributing to effective national, regional, and site specific coastal zone management 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

System-wide Monitoring Program Abiotic Monitoring  Water quality  Weather parameters Biological Monitoring  Habitat  Biodiversity Watershed and Land Use Classification and Change Data Management (CDMO) 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

SWMP “Abiotic” Monitoring (Phase I)  Identify and track short-term variability and long-term changes in the integrity and biodiversity of estuarine ecosystems. 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

SWMP I. Water Quality, Weather & Nutrients SWMP III. Watershed Land- use & Land Cover SWMP II. Species, Communities, & Habitats NATIONAL ESTUARINE RESEARCH RESERVE SYSTEM-WIDE MONITORING PROGRAM Centralized Data Management Office 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

Centralized Data Management Office  The Centralized Data Management Office (CDMO) was established in 1995 in support of the National Estuarine Research Reserve (NERR) System-wide Monitoring Program (SWMP) which involves 26 sites around the US and Puerto Rico in order to:  develop, implement and manage the basic infrastructure and data protocol of the NERR SWMP, and  support the assimilation and exchange of data and metadata within the NERRS framework 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

CDMO Priorities 1.The advancement of the System-wide Monitoring Program data and information management program 2.To maintain the online data and information server which provides access to data, metadata and derived products associated with all monitoring efforts 3.To provide technical support services via telephone, , and individual and group training to NERRS 4.The continuation of the CDMO Data Management Committee annual workshop to provide an additional avenue for the exchange of ideas and information related to database management, technological advances, and other data collection and monitoring program 5.The continuation of the annual Technician Training Workshop series to provide training to NERR technicians working on SWMP initiatives 6.Provide technical support for special NOAA projects and provide information for management and outreach support 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

CDMO Data Ingestion and Dissemination Conservatively, the CDMO reviews, archives and disseminates: 13.5 million data points per year for the water quality monitoring program (4 stations collecting 8 parameters every half-hour at 27 NERRS sites) 34.4 million data points per year for the meteorological monitoring program (1 station collecting 25 parameters quarterly, hourly and daily intervals at 27 NERRS sites) 31,104 data points per year for the nutrient monitoring program (4 stations collecting monthly grabs and 1 station collecting monthly diel of 6 parameters at 27 NERRS sites) 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

According to the IOOS vision … The successful coastal ocean observing system is one that integrates from the offshore, to the nearshore, to the estuaries, to the upland in support of improved … Coastal Monitoring Efforts 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

National NERRS IOOS Activities In support of being a component of the national backbone, the NERRS has undertaken several significant efforts: A metadata translation effort. Implementation of telemetry for improved data delivery. Advanced QA/QC. Supported end-user application development. 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

Metadata translation effort The conversion program takes the existing metadata and reformat it so that it can be imported into Meta-Door. Meta-Door then takes the metadata and make it FGDC compliant. National NERRS IOOS Activities 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

Metadata translation effort Start with textEnd with XML National NERRS IOOS Activities 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

Metadata translation effort And publish FGDC- compliant metadata National NERRS IOOS Activities 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

Improved data delivery GOES telemetry systems are being installed for near real-time delivery of meteorological and water quality data. National NERRS IOOS Activities 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

Telemetry through Geostationary Operational Environmental Satellites (GOES) NERRS Weather & Water Data Collection Platforms GOES Satellite NERRS Satellite Receive Station at the University of South Carolina, Columbia National Ocean Data Center Archive NODC NERRS/ Centralized Data Management Office (CDMO) Annually Wallops Island Command and Data Acquisition Facility Hydro-Meteorological Automated Data System DOMSAT 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

Improved QA/C Initial “on-the-fly” automated QA/QC. Secondary data review by individual NERRS results in posting of “provisional” data. Tertiary review by CDMO and Reserves results in “authoritative” data National NERRS IOOS Activities 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009

Targeted NERRS SWMP Data Users  Coastal resource managers  Research  Commercial Fisheries  Other resource users  Modelers  Weather forecasters  Teachers & students  Recreational users  Search & rescue operations  Nationwide decision- makers 3 rd Meeting of the GCOOS DMAC Orlando, FLFebruary 2009
