UNDER CONSTRUCTION II CONFERENCE 13 TH N OVEMBER 2009 CONSTRUCTION SKILLS CERTIFICATION SCHEME 1

SOME NUMBERS !  UK Construction industry employs 2.4 million people  Circa 185,000 VAT Registered construction businesses  UK Construction sector accounts for something like 8% of GDP  CSCS has over 1.5 million card holders 2

WHAT IS CSCS ? CSCS was founded about 14 years ago by the Uk’s leading construction employers federations and Unions. Federation of Master Builders were one of the six founding organisations. CSCS records an individual’s qualifications and health and safety awareness and verifies their Identity. 3

WHO RUNS CSCS ? CSCS is run on a day to day basis by an appointed CEO and his staff. The CSCS Board and it’s committees run CSCS in strategic terms. The CSCS Board consists of directors from 3 trade federations, 3 trade unions, the professional sector and the client sector. 4

WHAT ARE THE BENIFITS OF CSCS ? CSCS cards verify the individual’s identity. CSCS cards record a persons qualifications in order that employers can easily assess skill levels. CSCS cards record that a person has passed a H&S test relevant to their occupation and has demonstrated H&S awareness and a degree of retained knowledge relating to their health & safety and the health & safety of others. CSCS means that a worker is more likely to skilled, competent and safer. 5

WHAT ARE THE CRITERIA FOR OBTAINING A CARD ?  Employers accreditation for a General Operative.  NVQ Qualifications. (National Vocational Qualifications)  Professional qualifications. IN ADDITION, A CARD APPLICANT MUST HAVE PASSED THE APPROPRIATE H&S TEST FOR THEIR OCCUPATION---- a core requirement with no exceptions 6

7

PROMOTING & VERIFYING Promotions committee responsible along with PR Consultant for promotion and expansion of the scheme. CSCS is constantly engaging with contractors, clients and public procurement bodies. Engaging in and supporting industry initiatives. CSCS Sponsoring & participating in high profile industry events. Encouraging contractors & clients to check cards. Encouraging operatives to hold the correct card for the occupation they are engaged in. 8

9

WHERE NEXT ? ----SMARTCARD ! From the end of 2009 all CSCS cards will contain a microchip. ---They will then be SMARTCARDS THE REASONS FOR GOING SMART--- To make the card more secure & difficult to forge. To give construction employers & clients an improved and more efficient way of checking cards. Which will in turn Further enhance construction site safety, competence & security. With the overall aim being to Further reduce construction site deaths & injuries. Improve on-site productivity. 10

PROTECTING YOUR REPUTATION Eliminate access by fake or incorrect card holders – peace of mind ---Know who is on your site. Provides enhanced support to your appointed CDM Project Co-ordinator to meet duties specified in The CDM 2007 regulations. Best Practice – Using the CSCS Smartcard as standard practice on your sites gives your organisation additional proof of how seriously it takes its corporate, industry, employer relations, commitment to skills & Health & Safety responsibilities 11

OTHER SMARTCARD BENEFITS  Construction employers can program CSCS smartcards for other purposes via a licensing arrangement.  Saves time & money– once workers are issued with a SMARTCARD, they no longer need to apply for new ones prior to expiry date as Smartcards can automatically access their ongoing CPD achievements.  Employers who belong to The CBH (CONSTRUCTING BETTER HEALTH) scheme can access individual worker non medical occupational health information using the SMARTCARD as an online access key. 12

WHAT WILL BE ACHIEVED BY GOING SMART ? Construction industry perceptions of the scheme will be enhanced.  The aim is for construction employers, clients and workers to perceive CSCS SMARTCARD as follows:-  A business asset with CSCS supporting industry CPD.  For SMARTCARD to say -- I am safe I am skilled & competent I am authorised I am fit to work I am, who I say I am !  To give value for money by offering free software and synchronisation services, as well as providing additional licensed card uses making it the only card needed on construction sites. 13
