OREDA OREDA started in 1984 by Government of Odisha to promote renewable energy resources and its applications in the state. OREDA is the state nodal agency recognised by Ministry of New & Renewable Energy, Govt of India (MNRE) & Odisha Electricity Regulatory Authority (OERC) for Renewable Energy Promotion in Odisha.

Orissa’s Power Scenario and its Implications on the ingress of renewables  Historically Odisha has been a power surplus state.  It witnessed some occasional deficits in , and  Odisha is again likely to become a surplus state by  Evidently, renewable power was not in demand and will never be in demand in the state at preferential/ higher tariffs without RPO regulation.

Renwable Energy Potential. Solar— MW, Wind MW, Biomass– 350 MW,(Paddy husk) Small Hydro-160 MW, Muncipal Waste—20 MW.

RPO of State ( Renewable Purchase obligation) RPO for GRIDCO— Solar at 0.1%--81 MW—by 2016 Solar at 0.3%--243 MW—by 2016 Wind MW- by 2016 Biomass MW

Analysis of the RPO 1.As per the above table the total RPO of the state is about 283 MW. 2.The above RPO is to be achieved over a period of 5 years. 3.Resource wise obligations: SourceRPO upto 2016 RPO upto 2013 DPR, Recvd / Projects Approved. Solar81 MW35MW37 MW- Projects Received 23 MW already approved Wind Biomass 100 Mw 102 MW MW 143 MW- already apprvd

Actions taken by OREDA to achieve the RPO Solar Power Plants:  3 MW commissioned.  5 MW to be commissioned in coming few months  5 MW sanctioned by NVVN – commission in next month  10 MW sanctioned under REC mechanism– due for commission in 7 months time.  Solar Tender is going to be floated for 25 MW on 22 nd Dec,  Solar parks to be created under Renewable Energy Industrial Park scheme being finalized with IDCO.

Actions of OREDA to achieve the above RPO contd…….. Biomass: 20 MW commmissioned in Dhenkanal in this month. 98 MW at different stages of implementation 10 MW cleared by STC on MW CGP cleared by STC on which can trade RECs. All bagasse based CGPs owned by Sugar mills/Rice Mills producing power are being assisted to trade RECs

Actions of OREDA to achieve the above RPO contd…….. Wind: Proposals for MW in Damanjodi area are under active consideration Proposal is being mooted by OREDA for 13.5 MW in Gopalpur Wind Resource assessment is being taken up in 10 new sites. It is in progress in about 15 sites.

Beyond the RPO regime

Opportunities in Orissa 1. Solar tender for 150 MW is going to come out in short time. 2. Wind Power units can be set up in private and Govt lands for more than 100 MW in Gopalpur & Damanjodi.

Biomass---Rice husk— MW Biomass– Paddy Straw MW Biomass—Corn etc waste—10 MW. Muncipality Waste MW.

Off-Grid Solar etc systems. MNRE/ NABARD funded scheme is being implemented with financing facility by all Banks all over Odisha in Rural/Urban areas. Entreprenures can take up Marketing of solar and hybrid systems.
