Should Welfare Recipients be drug tested? BY: TAMMY GRUNERT

Types of benefits  Temporary Assistance for Needy Families (TANF)  Child support programs/child care assistance  Energy and utility assistance  Food assistance  Vocal rehabilitative Services

Qualifications for Welfare  Basic knowledge of gainful employment opportunities  Commitment to self efficiency  Comply with and continue to follow regulations while receiving assistance  Dependent child living in the home  All minors must attend school  All dependents must be immunized  Must be 18 years of age or older  Must be legal and permanent citizen of US

Political Views  Congress for drug testing welfare recipients  Congress against drug testing welfare recipients  It is intruding into their private lives?  Are welfare recipients just as likely to do drugs as the general public?

Tax Payers View on Drug Tests  Many Tax payers favor the bill because if they need treatment they will get it  Help people recover and join the work force again  Others say it will cost to much, and get taken out of other services  Wont do anything besides give them more money to possibly attend treatment

Florida and Kansas  Losing money for reimbursing for drug tests  Realized that welfare recipients have no overwhelming issues with using drugs  Kansas drug tests if there is “reasonable suspicion” of individuals using drugs

Violation of the Fourth Amendment?  Four Amendment states “The right of people to be secure in their persons, houses, papers and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probably cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized”

What happens to the Children?  What happens to the children if the parents fail the drug test? Do they become orphans?  Increase in money for care for the child  Does this provide family stability?  How does it affect the child’s wellbeing?

Conclusion  Don’t look at the negative stereotypes of welfare recipients  Look at the big picture and do some research on the issue  Is it really going to save millions of dollars?  Many American’s might find themselves in that situation at one point in their life, will they change their attitudes on the issue?
