Status and Early Experience of CSR Tanker: – Rule Change Notice 1 (Sept 2006) – Corrigenda 1 (Apr 06) – Corrigenda 2 (July 07) – Corrigenda 3 (under review) Bulk Carrier: – Corrigenda 1 (July 06) – Corrigenda 2 (Jan 07) – Corrigenda 3 (July 07) – Corrigenda 4 (Sept 07) Rule Change Proposals for Tankers and Bulk Carriers – reviewed by Members’ Technical Committees – based on the input, some Rule Change Proposals have been amended – will be sent back to the Technical Committees

Status and Early Experience of CSR Feedback since implementation – IACS CSR Knowledge Centre (KC) activity (as of 6 September 2007) KC since 1 August 2006 to capture Questions & Answers, Common Interpretations, and Rule Change requests 423 entries in the database relating to the Tanker Rules, 264 to the Bulker Rules and 6 to both sets of Rules 331 of the entries have been completed (133 tanker, 196 bulker and 2 both) 123 entries led to a rule change being requested (majority editorial changes)

Status and Early Experience of CSR Feedback since implementation – Feedback from industry “Some corrigenda are actually Rule changes as they impact scantlings” “Urgent corrections are still required for the rules” “Rules result in unreasonable increases in some scantlings” “Most Rule Change proposals seem to result in a reduction of scantlings” “No proper feedback loop to the Technical Committees on their comments”

Status and Early Experience of CSR Feedback since implementation – IACS CSR structure has been dealing with urgent questions and requests for interpretation, but the structure is not set up to handle feedback that requires longer term technical review – The Technical Committees of the ten Members have a wide representation of the Industry and they are part of the Members’ governance structure. The communication and feedback loop needs to be strengthened – In response to feedback IACS decided to strengthen the CSR maintenance and harmonization structure

Status and Early Experience of CSR CSR maintenance and harmonization – Hull Panel represents the technical authority on hull structures within IACS – CSR maintenance will have the highest priority for the Hull Panel – CSR harmonization requires longer term projects and effective project management – Small Group on CSR will provide direction for the further development and maintenance of CSR – IACS continues to cross-check software and review results in order to gain assurance that the various software tools and the design review procedures meet the aim of CSR in terms of producing common results

Status and Early Experience of CSR Harmonization plan – Project teams will be established to review quartering sea loading condition for bulk carriers prepare a detailed technical background paper containing the data set used in establishing the original CSR corrosion allowances, and supplement the data with new available data to review welding requirements in both tanker and bulk carrier rules. The project team will seek industry input on the welding requirements

Status and Early Experience of CSR Harmonization plan – Project teams will be established to develop a common FEA procedure for both rule sets review the application of sea loads on hatch coamings, per UR S21, in the CSR for bulk carriers review if the application of CSR results in major changes in design parameters review longitudinal strength requirements

Status and Early Experience of CSR Harmonization plan – Harmonization between the tanker and bulk carrier rule sets will be considered by the project teams as far as practical – Long term harmonization plan will be reviewed in December Council meeting
