MIA Partnership

Basis of MIA  Regional partnership in MedGOOS/MAMA  Achievements of MAMA  RTD projects and pre-operational experience from EC funded initiatives  Operational experiences in some countries  Regional Strategy for GOOS prepared by GRAND  European know-how, excellence and initiatives (EuroGOOS experience and GMES)  R eality of GEO, ERA and extension to the wider Mediterranean neighbourhood MIA - Mediterranean Index on operational oceanography and pilot Application for what-if predictions MAMA Final Meeting, Tunis, 7 th - 9 th March 2005

Overarching objectives of MIA (1) MIA - Mediterranean Index on operational oceanography and pilot Application for what-if predictions  Disseminate European 21 st century technologies for ocean forecasting to the existing regional partnership  Provide an indicator to quantify benefits vs costs of ocean predictions  Prepare a methodological approach towards optimising the design and implementation of coastal observing systems  Set the pace towards appropriate state-of-the-art tools to address the needs of coastal states for sound strategic planning, decision-making and management based on reliable environmental assessments MAMA Final Meeting, Tunis, 7 th - 9 th March 2005

Overarching objectives of MIA (2) MIA - Mediterranean Index on operational oceanography and pilot Application for what-if predictions  Strengthen consensus, trust and co-operation between an extended MedGOOS partnership to ensure a well co-ordinated effort and harmonisation of activities underpinning operational oceanography in the region  Build upon MAMA to make use of achievements and contribute to a follow-up and concerted approach towards the establishment of a basin wide ocean observing and forecasting system in the Mediterranean through the sharing of experiences and co-development  Support the Mediterranean countries to participate in the implementation of and get benefits from observing and forecasting systems MAMA Final Meeting, Tunis, 7 th - 9 th March 2005

GRAND ALLIANCE

MedGOOS Index MedGOOS Index - Research & Technology Development - Human resource development - Monitoring infrastructures - Modelling centres - Management centres Benefits of ocean forecasting MIA - Mediterranean Index on operational oceanography and pilot Application for what-if predictions Investment in ocean forecasting - Marine Economic activities - Civil Protection - Marine resource management - Marine services - Risk assessment and marine insurance MAMA Final Meeting, Tunis, 7 th - 9 th March 2005

Why need a MedGOOS-Index? MIA - Mediterranean Index on operational oceanography and pilot Application for what-if predictions Yardstick for performance Yardstick for performance (Assess yields vs effort efficiency) (Assess yields vs effort efficiency) Compare differences in the region Compare differences in the region (identify priorities for intervention) (identify priorities for intervention) Planning tool Planning tool (put up the case for operational oceanography) (put up the case for operational oceanography) MAMA Final Meeting, Tunis, 7 th - 9 th March 2005

Pilot application for What-If Predictions MIA - Mediterranean Index on operational oceanography and pilot Application for what-if predictions Application - focus on specific problems in a coastal area for remedial/management action - provide scientific advice to decision-makers and support local managers Users - governments, policy and decision makers in the Mediterranean Use - optimisation of the environmental management MAMA Final Meeting, Tunis, 7 th - 9 th March 2005

Pilot application for What-If Predictions MIA - Mediterranean Index on operational oceanography and pilot Application for what-if predictions Method - advanced-technology ocean ecosystem model - run models tailored to specific problem with runs for different scenarios adjusted to different events - assess results… prepare solutions for decision-makers MAMA Final Meeting, Tunis, 7 th - 9 th March 2005

Optimising coastal observing systems MIA - Mediterranean Index on operational oceanography and pilot Application for what-if predictions Target - provide guidelines and methodological approach for designing, planning and implementing coastal observing systems - cost-effectiveness + efficiency + maximise benefits Elements - physical + organisational - technological + financial - needs and priorities - use mix of methods and technologies MAMA Final Meeting, Tunis, 7 th - 9 th March 2005

MIA sharing technologies Specialised workshops targeting high-level representatives of the partner institutions, from all Mediterranean countries, to : - Empower members to participate with local expertise, and benefit from GOOS - disseminate advanced technologies for ocean observations and modelling, cost-effective monitoring systems, and for applying global observations to meet regional needs - provide a platform for the transfer of know-how and experience on technologies for What If? Predictions - serve as a base for sharing experiences and MedGOOS planning MIA - Mediterranean Index on operational oceanography and pilot Application for what-if predictions MAMA Final Meeting, Tunis, 7 th - 9 th March 2005
