 Must be at no cost to the government (10 U.S. Code Section 7545)  Typical removal/recovery costs are within budgeted disposal costs  Entire submarine cannot be donated due to security and classification restrictions  NAVSEA authorization required for structures such as sails or rudders  Removed only during recycling availability – typically 5-15 years after inactivation/decommissioning  NAVSEA works with the Naval History and Heritage Command (NHHC) to approve transfers  The Curator of the Navy has right of first refusal for items under consideration

 NHHC is direct POC for non-structural artifacts such as awards/plaques, ship's bell, silverware, etc. – NAVSEA authorization not required  Requestor is responsible for shipping, transportation, site setup, and installation  Requesting organization must be non-profit or government entity  Requesting organization must have clear title to site or city/town approval in writing  Must include commitment to maintain item and site in condition befitting a memorial and US Navy  Site plan and proof of title must be submitted to NAVSEA for approval
