COL: Vision Access to learning: the key to sustainable development

History of CEMBA/CEMPA n Traditional ways of delivering management programmes can be expensive & restrictive n In 1989, COL began exploring ways to develop an affordable & accessible management training programme

Goal n To deliver high quality open & distance learning management curriculum…. n to residents of the Commonwealth… n to promote human resource development

The whole can be greater than the sum of the parts

n Through collaboration among institutions with mutual respect & shared missions… we can offer students in our countries access to programmes that we would have difficulty mounting as sole institutions

The Commonwealth Executive MBA/MPA n In 2002/3, 4 South Asian open universities began to offer the CEMBA/CEMPA program

The Partners n Bangladesh Open University (BOU) n Indira Gandhi National Open University, (IGNOU, India) n Open University of Sri Lanka (OUSL) n Allama Iqbal Open University (AIOU, Pakistan) (1st courses in 2003 )

Course & Degree Fundamentals n The degree is offered as an Executive MBA/MPA n COL is not degree-granting n Partner institutions grant the awards earned by learners

CEMBA/CEMPA COURSES n COL has overseen development of the programme & its courses n Full course sets (22 courses + project) have been acquired or developed by COL through contracts with recognised scholars n COL holds copyrights to these materials n Partners supplement course sets, in order to meet the needs of students in the specific countries

Roles and Responsibilities of Individual Partner Institutions n Contractually agree to the adoption and delivery of programme/s based on CEMBA and/or CEMPA n Prepare supplementary materials as required to adequately adapt the courses received from COL to ensure they suit the Institution and its Students n Identify and clear copyright for use in the Institution’s country n Establish and maintain an informed and capable system of tutorial support, including assignments and examinations

Roles and Responsibilities of Individual Partner Institutions (contd): n Provide library and other learner support resources n Maintain a registry to issue transcripts and related information as required n Award the credentials earned by the student upon completion of the programme (certificate; diploma; master’s degree )

Terms of Agreement between COL and Partner Institution n Each Institution must sign an agreement with COL and the other partner institutions n Consideration in the form of a fee will be required n Each institution must define the scope of its curricular commitment (all the courses? CEMBA? CEMPA? Diploma? Graduate diploma?) n Each partner must commit to fulfill the roles and responsibilities listed
