Slide 1 USNC/IEC USNC POLICY ON DISTRIBUTION OF FREE COPIES OF IEC STANDARDS AND WORKING DOCUMENTS 5th USNC TAG Leadership Workshop Consumer Electronics Association Arlington, VA 13 September 2011 Charlie Zegers, USNC/IEC General Secretary American National Standards Institute (

Slide 2 USNC/IEC Revision of USNC Policy on Distribution of Gratis Copies of IEC Documents approved November 2007 Why policy is needed. Copyrighted IEC Standards and Working Documents may be provided to TAG members and certain third parties free of charge for use in standards development activities. Such documents remain copyrighted protected and continue to be subject to certain other copying and redistribution limitations. USNC TAG members in good standing and USNC appointed Experts may have access to these documents and the related TAG Secretary is the gatekeeper with back-up from the USNC Office.

Slide 3 USNC/IEC Documents provided under this policy shall be used exclusively in the development of USNC positions on the development, national implementation or maintenance of IEC Standards and shall be used exclusively for the USNC, its members, the members of the USNC TAG, TAs, Deputy TAs, USNC Experts, TAG Secretary and others specifically identified by the TAG Secretary. TAG members or other third parties who have been provided free copies under this policy shall take reasonable steps to ensure that such documents are not further disseminated outside the USNC TAG and shall neither post the documents on public servers nor make them available to groups of non-TAG members.

Slide 4 USNC/IEC On an exception basis, particular Working Documents, and associated published IEC Deliverables as needed, may be shared with parties outside the TAG if such disclosure is required to ensure that the most complete expertise (representing broad US interests) will be used in formulating decisions necessary to standards development. The TAG Secretary has the discretion to permit such limited disclosure on a case by case basis. TAG members may share the documents with individuals within their companies for the purpose of defining company positions and representations to other TAG members. QUESTION: Apparently, several IEC National Committees have asked the IEC Central Office to provide access to publications in revisable format at the CDV stage. Does anyone see a problem with this action?
