HR2102 Goals HR Project Management Plan Heat rate has been identified as a serious source of loss of efficiency and income for GSEG. This online course project will add to GSEGs library of training resources a means to train control room operators to use root cause analysis to identify symptoms of plant inefficiency related to heat rate.

Resources HR Project Management Plan RESOURCETASKS/PURPOSE HUMAN RESOURCES Plant managers Coordinate scheduling of courses based on best known information regarding plant outages and planned maintenance. Subject matter experts (SMEs) Contractor specialist - Provides specialized knowledge about thermodynamics and heat rate for power generation In-house engineering - Provides site specific information to contractor specialist about normal operating design thresholds and system dependencies Maintenance Supervisors - Provides site specific information about day to day realities of plant operations to contractor specialist Multimedia specialists Create media assets to be use in course implementation: Graphics, technical drawings, video GSEG LMS administrator/team Deploy course assets to LMS Instructional designer Coordinate with SMEs, multimedia team and LMS admin to facilitate communication, complete content development and deploy content to delivery platform. Experienced control room operators Pilot testing an accelerated course. Limit to two locations. MATERIAL RESOURCES LMS Course delivery platform MAINTENANCE FACILITY Needed for production of visual (photo and video) materials to support other content.

Challenges - Logistical HR Project Management Plan Course design includes cross communication between teams at multiple plants creating a scheduling challenge Course design includes using maintenance managers as periodic resources Course design includes on-shift participation

Challenges - Developmental HR Project Management Plan Using site specific content increase the complexity of course content development Obtaining footage/images of dismantled systems may result in delays while waiting for scheduled outages.

Recommendations - Logistical HR Project Management Plan Consider flexibility in the number of plants scheduled for training simultaneously. Would allow for more combinations and possibilities of start dates. Consider using single plant for a class Would reduce benefit of learning from diversity of systems but should still result in competence “Course design includes cross communication between teams at multiple plants creating a scheduling challenge”

Recommendations - Logistical HR Project Management Plan Consider developing additional resources from maintenance managers vs. real time interviews. Would allow for more consistency from class to class. Ensure that the alternate CRO assignments are rotated consistently. “Course design includes using maintenance managers as periodic resources” “Course design includes on- shift participation”

Recommendations - Logistical HR Project Management Plan Consider developing generic content. The vast number of combinations of systems could be a non- starter for development of the course. Generic content should be sufficient to teach the concepts of root cause analysis and heat rate Site specific resources can be created as each class goes through the course and can be refined over time. Consider creating animations and technical graphics a interim solutions which can then be re-used as support material as video and photographs become available. “Using site specific content increase the complexity of course content development” “Obtaining footage/images of dismantled systems may result in delays while waiting for scheduled outages.”

Summary HR Project Management Plan Heat rate is a problem for GSEG - HE2101 is a part of the solution Management is needed to review the prototype lesson and learning design with the instruction designer to green-light production Successful implementation of the course design will require the participation of the instructional designer, plant managers, subject matter experts, media specialists, and experienced control room operators. The number of plants affected make site specific training cost prohibitive at the outset, but generic content should result in significant ROI to justify initial expense
