Street Lighting Key Facts 120,000 street lights 27,250 illuminated signs and bollards Annual energy costs of £6m  Annual energy inflation predicted at around 5% Carbon 24,000t annually  SL key target in KCC Carbon Action Plan  Climate Change Act Street Lighting captured by CRC Energy Efficiency Scheme  Current price £16 per tonne (RPI increase)  CRC cost to KCC £400,000 per annum Total energy bill 2015/2016 £6.4m Annual Maintenance costs £5.7m  Revenue / Capital / Electrical and Structural Testing

Street Lighting What we have already done? Phase 1 – Trial switch off of 1200 surplus lights Phase 2 – Conversion of approximately 60,000 lights to Part Night lighting This has generated annual savings of around £1m What are we doing now? Recently tendered for a new Street Lighting Term Maintenance Contract:  15 Year Street Lighting maintenance service  LED conversion programme  Central Managament System (CMS)

Street Lighting LED Conversion programme - Spring 2016 – Summer 2019 Phase 1: Residential areas (70,000 lights) - Approx. 14 months Phase 2: Main routes (40,000 lights) - Approx. 15 months Phase 3: Town Centres (10,000 lights) - Approx. 9 months

Street Lighting Why are we doing this? Achieve energy and maintenance savings LED is now the industry standard when installing new lights Provides remote control of all lights Provides flexibility of lighting provision throughout the county Automatic reporting of faults and energy use Funding has been agreed with Salix - 0% loan How does this affect you? Changes to maintenance Opportunity to upgrade your lights to LED using the new contract rates

Opportunity to review the way that we provide street lighting Inform the Council Members’ decision making process for a new street lighting policy following conversion to the new technology We would like to know which of the following options you would prefer:  Part-night lighting - the current level of service  All-night lighting Along with these options we are also seeking your views on the dimming of street lights when roads are less busy
