Office of Planning & Performance Management 2051 Mercator Drive Reston, VA Phone: (703) Fax: (703) Mapping Indian Affairs and Tribal Performance Measures Presented to Data Management Committee May 23, 2011

Objectives  Provide an update of current Indian Affairs performance measures  Identify opportunities for closer integration of Indian Affairs and Tribal measures to monitor progress toward desired outcomes in Indian Country

What Do the Maps Represent?  Includes Tribal and Indian Affairs performance measures and where they are inter-related  Shows relationships between Indian Affairs activities and performance measures they support  Aligns performance measures with DOI goals  Tribal measures on maps reflect how some Tribes collect and report data– may not be representative of all Tribes

Key for Reading Maps - Measure Types * Tribal measure not covered by GPRA measure Tribal measure related to GPRA measure Measure included in DOI Strategic Plan FY Measure reported in budget but not in strategic plan Operational measure not reported externally Activity supporting measure New measure for FY 12 Measures with assigned costs Measures with no assigned costs

Anatomy of a Map Bridge Construction & Maintenance Activities Percent of BIA- owned bridges in acceptable condition based on the Service Level Index Meet Our Trust, Treaty, and Other Responsibilities to American Indians and Alaska Natives; Make Communities Safer DOI Goal DOI Strategy IA Performance Measure IA activity supporting the performance measure Number of miles of Indian roads Tribal Measure

Program Map: Real Estate Activities Performed Output Performance Measures Intermediate Outcome Performance Measures Outcome Performance Measures Department Goal Meet Our Trust, Treaty, and Other Responsibilities to American Indians and Alaska Natives Percent of title encumbrances requested during the reporting year that are completed Number of various cases approved/ pending Secondary Activities (e.g., Lease Compliance) Other Encumbrances Related Activities (e.g., LTRO) Surface and Subsurface Lease Activities Percent of eligible land acres under lease for surface uses (business, residential, and agriculture) Conveyance (Trust to Fee) Activities Conveyance (Fee to Trust) Activities Percent of Disposals Approved Fee to Trust: Increase in percentage of submitted applications with determinations * Tribal measure related to GPRA measure Strategic measures Reported in budget Activities * New measure Costed Not costed Operational – not reported Tribal measure not covered by GPRA * Number of fractionated interests acquired

Next Steps  Determine how Tribal and IA measures can complement each other in national budget justifications  Identify which Tribal measures have data that can be aggregated at a National level  Assess where there are overlaps and gaps in performance measure reporting  Adjust Annual Funding Agreements to reflect updated measures and associated reporting requirements  Review process for uploading TDE [Tribal Data Exchange System] reporting to IAPMS [Indian Affairs Performance Management System]
