Citizens Alliance of Pennsylvania The Voice of the Taxpayers

Citizens Alliance of Pennsylvania Mission To empower Pennsylvanians with economic freedom and opportunity by reducing the size and scope of state government.

Citizens Alliance of Pennsylvania Objective To dramatically influence the political and legislative processes in the Commonwealth.

Citizens Alliance of Pennsylvania Why CAP Is Crucial The advancement of economic freedom requires different types of organizational elements. One of the most important organizations is that which engages in aggressive issue advocacy, and the recruitment and election of pro-freedom candidates. This element is currently non-existent in PA.

Citizens Alliance of Pennsylvania The Colorado Model Pioneered by liberal multimillionaires Tim Gill and Jared Polis (now a Congressman)… To flip the Centennial State from Red to Blue, by… Funding candidates and setting up think tanks, advocacy groups & PR operations…

Citizens Alliance of Pennsylvania Smashing success. Democrats captured both houses of the legislature and a U.S. Senate and House seat in 2004, the governorship in 2006 (by 17 pts!), and a U.S. Senate and House seat in CO went from voting for Bush by 8 pts in 2000 to 5 pts in 2004 to voting for Barack Obama by 9 pts in 2008.

Citizens Alliance of Pennsylvania Citizens Alliance of Pennsylvania is the Keystone State’s missing element for political and legislative success in advancing freedom!

Citizens Alliance of Pennsylvania Achieving the Objective (1) To impact the political process, CAP will form a political action committee (PAC) that: Recruits, evaluates, endorses and financially supports pro- liberty candidates for the General Assembly..

Citizens Alliance of Pennsylvania Achieving the Objective (2) To impact the legislative process, CAP will: A. Evaluate and rank legislators according to CAP’s values. B. Monitor active legislation and issue position statements through news releases and commentaries. C. Impact legislative policy battles and ballot initiatives from CAP members and large donors.

Citizens Alliance of Pennsylvania Why CAP Will Succeed Where the PA Club for Growth Failed CAP will secure large, annual donor commitments, not rely on one-time givers. Several large donors already lined up Minimize overhead, with most revenue going toward issue advocacy, aiding candidates and building a small-donor base via Internet and direct mail. Office space in Lemoyne has been gifted Reputable board of directors and two part-time political veterans managing daily operations.

Citizens Alliance of Pennsylvania 2010 Budget $272,820  $208,820 for CAP  $64,000 for CAP PAC

Citizens Alliance of Pennsylvania Goals to achieve for ,000 small dollar donors statewide ($200,000 in contributions) An annual budget of $350,000 for CAP and and $200,000 for CAP PAC Joe Sterns successfully transferred over to full- time executive director Elect 2 new pro-growth PA senators, 6 PA Reps
