Special role of Siberia in the XXI century  The development of the infrastructure. Objects and transport hubs.  Innovations and high-tech.  The investment development. Changing from just the use of the resources into their production, collecting and more effective use.  The institutional development is in the diversification of the regions` development and in changing the level of importance of the leading regions. The role of the “Siberian Agreement” is in balance of resources, in the development of society. Interests of Siberia are being given great importance.

Novosibirsk region Novosibirsk region economically is one of the main subjects of Siberia. It has almost half of the value of main funds, a quarter of the fixed capital’s investments, and one fifth of the gross domestic product and of the total number of staff.

The economy development  Within past 5 years, the growth of economy of Novosibirsk region has reached over the average level.  The volume of the industrial production has grown within past 6 years by 1.6 times, which is 18% higher then the average. The industrial sector has a very developed structure, which consists of high tech manufactures with a great number of productions of the military-industrial complex.  For the past several years, the economy of Novosibirsk region has been stably growing.

Enterprising potential  Novosibirsk region has won in the two contests that were organized by the Ministry of the economy development and commerce of the Russian Federation. It got subsidy of the state support for the small businesses from the federal budget, which is 32.1 million rubles. This was given to finish the construction of the «business-incubator» in the scientific town Koltsovo, and for the implementation of the special purpose program «The national support of the small and medium business in Novosibirsk region for ».

Connections between the clusters and the territory development 1.The new points of the industrial growth in small towns and districts are oil, oil-processing, petrochemical industry, and engineering industry (in Kuybyshev, Barabinsk, and Severny, Tatarsky, Chanovsky, Zdvinsky, Kuybyshevsky, Barabinsky regions). 2.In the territory development of the engineering industry there are 3 strategic goals: a)the development of the maintenance service of the agricultural equipment in the district centers; b)the innovational instrument making, and science intensive machinery construction in the Novosibirsk agglomeration (Berdsk, Iskitim); c)the energy machinery construction – the production of the energy- conserving steam-boilers of a various facility for the districts` boiler houses and for the autonomous heat supply (Cherepanovsky region).

Connections between the clusters and the territory development The competitiveness of the area should be the main feature of every municipal organization in Novosibirsk region. The use of the objective advantages can provide the forming of the effective economy and can help to achieve the steady progress. The territory strategy is based upon the “politics of the clusters”, which has to be the basis of the region’s competitive advantages implementation.
