External dimension of EU energy policy Related energy supply security concerns Drive towards the low carbon economy Focus

Energy Plans for Council conclusions on the security of energy supply and international cooperation at the November Council. Commission’s proposal for a Directive on energy efficiency to be discussed at the November Council (but Poland does not plan to work towards the adoption of the Directive during the coming six months) Commission to present its expected legislative proposal on energy infrastructure to the Energy Council, for an initial debate among EU Member States. Final agreement on the Regulation on energy market transparency and integrity. Publication of the 2050 Energy Road Map A first “orientation” debate on the Commission’s proposal to revise the EU Energy Taxation Directive to take place between EU Finance Ministers at October Council meeting. Environment Ministers to discuss the issue of indirect land use change from the production of biofuels at their December Council meeting.

Climate Change and Transport Agree EU’s position for the next round of international climate talks, with the 17th UN Conference of the Parties in Durban from 28 November – 9 December. It is intended for Environment Ministers to adopt conclusions on this at their October Council meeting. Include an agreement on the position on Kyoto Protocol 2. Revision of the guidelines for the Trans-European Transport Networks (TEN-T), for which a Commission proposal should be presented to Transport Ministers at their October Council meeting. Poland hopes to broker agreement of a general approach on these by the end of its Presidency.
