Services Group 1.Whatever is coming out of the Mission has to be created in the form of services and that could be taken to the consumers under Specified Service Level Agreement.

Services Group 2.The service could be rolled out through a new Special Service Vehicle (SPVs) or through a virtual overlay of existing institutions/entities

Services Group 3.In the umbrella structure of SPV (new or virtual), there would be ample scope for competition amongst sub service providing entities to add quality and ensure cost effectiveness. These entities could be public, private or PPP as case/situations emerges.

Services Group 4.There could be 5-6 such umbrella service organizations to cover entire gamut of NMEICT activities. 5.For basic and necessary service provisioning these service entities could be funded under NMEICT for specialized verticals they may charge the indenting institutions

Services Group 6.Evaluating services and certification activities would be bench marked by the regulator such as UGC/AICTE/DEC/NAAC/NBA/NCHER and be considered for acceptance by the academic bodies of universities/institutions so as to create a common platform of benchmarking students spread across the country.

Services Group 7.Mode of learning as a means of recognizing learners achievement would give way to the competencies built up in the learner and the outcomes that are demonstrated by acquisition of knowledge/training through whatever means/inputs.

Services Group *8. Some of the service providing entities will naturally be those identified under National Academic Repository Bill for demating of education certificate.

Services Group 9.Any Government funded/supported activity resulting in knowledge assimilation/creation will have to provide digital copy of the work to government for its use by larger sections of learners. Content creating entities recognized/supported by Government will be free to utilize these resources to create usable content for students in the open access domain.

Services Group 10.Regulatory bodies will move towards a paradigm where none of the certificate/diploma/degree/post-graduation gets awarded without having exposure to the world of digital learning.

Services Group 11.Technological tools such as Aakash/set top box, etc. having direct relevance to teaching- learning process would, to the extent possible, be freed from government taxes, duties, etc.

Services Group 12. Efforts will be made to ensure that highly affordable connectivity solutions are made available to students at their home. This may be done by leveraging the backhaul available at educational institutions.

Services Group Plan of Action 1.These policy recommendations once approved by the Hon’ble HRM may be uploaded in Ministry’s website for inviting suggestions from all stakeholders. Thereafter, the policy statements may be put up for Cabinet Approval.

Services Group 2.Formulation of Academic Services Framework. 3.Formulation of Architecture of individual service providing entities. 4.Defining the Charter of each and individual service providing entities. 5.Creation of roadmap for provisioning of various services.

Services Group 6.Nucleation of advocacy group representing various stakeholders. 7.Drawing up of interaction mechanism between advocacy group and the governance architecture of service providing entities for evolution and adherence to the charter of activities and SLAs to be guarantied.

Services Group 8.Dispute resolution mechanism amongst service providing entities and advocacy group to be created at the level of National Mission. 9.Mechanism for budget proposal formulation and their approval for various service providing agencies under NMEICT.
