 What is a trend that can be observed from the graph? The number of state and local government employees have increased The number of federal employees, however, stays constant There is a increasingly large gap between the two lines The federal level had been dropping until ~1946

 How do block grants contribute to the difference in federal and state and local lines on the gap? First, states are able to get increased monetary resources from the federal government Alternatively, an explicit definition of block grants will suffice In order to get full credit the answer must be connected to the differences in hiring

 How do federal mandates contribute to the difference in federal and state and local lines on the gap?
