What is Needed Physical e-infrastructure design (respecting existing components) and complete the build –Network, servers –SEE GRID Logical i-infrastructure for R&D design respecting existing components) and complete the build – under one portal(?) –CRIS (Projects, Persons, OrgUnits, Publications etc) For funding agencies and research institutions –Scholarly publication repositories (full text) –Research dataset/software repositories –Library union catalog –Access to free resources (eg CORDIS) –Access to commercial resources (eg DIALOG)
Execution 1 Stage 1: Planning –Define ‘to be’ state Generally a portal to R&D information for multiple kinds of users – researchers, research managers, funders, innovators –Survey ‘as is’ state This meeting is a good start! Needs detailed survey of ‘now’ and plans for next 2-3 years –Define programme of work Respecting ‘as is’: now and plans –Initial publicity
Execution 2 Stage 2: Implement e-infrastructure to support i-infrastructure –Respect standards for interoperability –Incorporate existing ‘as is’ e-infrastructure where it meets requirements –Evolve existing ‘as is’ e-infrastructure where exists but not yet adequate –Build new e-infrastructure when / where necessary
Execution 3 Stage 3: Implement i-infrastructure to support R&D activity –Respect standards for interoperation CERIF –Evolve from ‘as is’ where possible –Build new if necessary –Publicity
Strategic Aspects In any proposal need –i-infrastructure vision to justify e-infrastructure –Cost-benefit business model for the e- and i-infrastructure –Standards and interoperability to justify European funding Benefit to both SEE and EU-15 –Clear statement of commercial involvement both as developers and users (beneficiaries) –Clear support at state level in SEE countries –Clear project plan with credible management controls –Involvement of EU-15 expertise –Relationship to ERA and Lisbon agenda
Tactical Aspects – EC funding Structural funds Framework Programme –Programmes of particular directorates general e.g. health, agriculture, environment –DG Research, DG Infso or both
