Aggregated Procurement TF-MSP, Vienna 10 February, 2014

Connect | Communicate | Collaborate Introduction and agenda Agenda: Aggregated procurement - the what, why and how Results to date Invitation to benefit and forthcoming plans Paul Rouse, Procurement Manager DANTE Robert Sultana CIO University of Malta John Dyer, Business and Technology Strategist TERENA Speakers

Connect | Communicate | Collaborate What is aggregated procurement and why do it? By buying together we can deliver three main benefits to our community: 1. Volume discounts/economy of scale – hopefully offered as something of value! 2. Especially for small NRENs – access to markets previously accessed via resellers 3. Efficiency – average OJEU costs €60k

Connect | Communicate | Collaborate How can it be done? Assuming we are considering bodies bound by the EC Procurement Directive (and their National Laws incorporating this) for values over threshold there are 2 main approaches: 1. In-house award – “Teckal” 2. Centralised Purchasing bodies – framework contracts DANTENREN Validation criteria: Control, 90% of activities, no private participation Scope, variation, duration, beneficiaries, numbers, agreement award

Connect | Communicate | Collaborate Results to date 1.PRISM – a centralised purchasing body framework example 2.DANTE WORLD SERVICE – an in-house award (“Teckal”) example 3.TERENA CERTIFICATE SERVICES – in-house award More planned and in early stages: SA7 CLOUD…Facilitator example SA7 MOBILITY….Concession arrangement example
