Project Goal Take the outputs of recent research and guidance on the standardized collection and reporting of TIM performance to the next level by conducting a pilot project that will highlight and further guide the implementation of TIM performance measurement nationally. 3

Technical Objectives Benchmark practices in TIM performance data collection, analysis, and reporting in Nevada against those of peer agencies. Assess the quantity and quality of incident data currently available across the state. Provide options/recommendations for filling data gaps. Build and populate a prototype statewide TIM database and dashboard. 4

Overview of Approach Leverage and apply the findings and outputs from recent research: – Interviews with TIM agencies – NCHRP Guidance for Implementation of TIM PMs – TIM PM data check list Conduct a gap analysis between: – Current practices in Nevada and those of peer organizations – Incident data currently available in Nevada and the minimum TIM performance reporting needs (for national TIM PMs) – Incident data currently available in Nevada and the data elements needed to populate the NCHRP TIM PM data model Engage the Northern and Southern Nevada TIM Coalitions Use an open source database and cloud service Integrate incident data from multiple sources (beyond transportation) 5

Integrating Data from Multiple Sources 7 Illustrates magnitude of the incident data overall and the overlap in data between the agencies (not to scale). Considered hand-in-hand with the assessment of the data sources (e.g., having the most data is not necessarily “best”). NHP/NDOT crash data, combined with the NHP CAD data and the FSP data, will provide the most comprehensive look at TIM performance.

Expected Benefits Improve the availability and consistency of incident data statewide. Improve TIM performance reporting in Las Vegas by increasing the overall number of incidents included in the analysis (beyond current coverage area and times) and the details associated with the incidents. Enable NDOT to report on TIM performance in areas beyond Las Vegas – STATEWIDE. Through the database and dashboard, provide NDOT and the TIM Coalitions with detailed information on performance, as well as situations/areas where performance could be improved. 9
