WHAT ARE THE AIMS OF THE EWC? To contribute to improving standards of teaching and quality of learning in Wales To maintain and improve standards of professional conduct amongst teachers and others who support teaching and learning in Wales To maintain public trust, confidence and to safeguard the interests of learners, parents and general public

FUNCTIONS OF THE EWC 1.Register of persons deemed suitable to practice within the education workforce 2.Investigate and hear cases against registered persons involving professional misconduct, incompetence or criminal offences 3.Code of Professional Conduct and Practice 4.Advice to WG about registrant groups and teaching & learning 5.Hold and provide information about the education workforce 6.Keep itself informed about the Induction of registrants and hear appeals 7.Promotion careers in the registrant professions (if directed by WG) 8.Additional work on behalf of the Welsh Government

PROPOSED ENHANCED ROLES FOR EWC Set professional standards – from entry to the profession, through career milestones and into headship Accrediting programmes of Initial Teacher Training A system for quality assuring professional learning opportunities. Offer support and guidance to the workforce on what constitutes effective professional learning

2012 WELSH GOVERNMENT CONSULTATION PROPOSALS TO EXTEND REGISTRATION TO THE WIDER EDUCATION WORKFORCE Respondents were in favour of registration. Respondents felt that it would offer parity of esteem between FE and Work Based Learning practitioners. Recognising the contribution WBL practitioners make to our economy - getting thousands of young people into training, supporting our businesses in increasing productivity and improving social mobility.

VIEW OF WELSH GOVERNMENT Registering WBL practitioners will strengthen the profile of the profession in ways that are supportive We will be recognising the value of practitioners and the contribution that they make in the lives of young people We will also be recognise their role in supporting young people to successfully remain engaged in, and progress through, their formal education and training

PROPOSAL UNDER CONSIDERATION Registration will only apply to employees of Welsh Government contracted Work Based Learning Providers. Specific roles  Trainer  Assessor  Learning Coaches  Mentors

DEFINITION OF A WBL PRACTITIONER (EARLY THINKING) An employee of a Welsh Government contracted Work-based Learning provider, partially or wholly involved in the provision of Work Based Learning; if the following conditions are met. Provision of services(s): delivering tailored or bespoke training that is funded by the Welsh Government though any level of contractual arrangement; direct interaction with the learner, providing training, assessment, coaching and mentoring activities. enabling or assisting a learner to participate in education; supporting a learner’s independence, achievement or progression; reporting on the development, progress and attainment of a learner delivered on a wide variety of premises, including a further education college, purpose-built centres, hired premises and the employer’s premises. “delivering” includes delivery via distance learning or computer aided techniques

EWC will work with employers from June 2016 onwards to agree data take on of existing staff EWC will use employer data to register existing WBL practitioners in readiness for April 2017 and ensure first fee is deducted from salary Any WBL practitioners seeking employment after 1 st April 2017 will need to complete an application form and pay first fee directly EWC will engage actively with WBL sector once definition has been finalised REGISTERING WBL PRACTITIONERS FOR THE FIRST TIME
