Snow Removal Policy Three levels of response Initial snowfall treatment begins when snow has a depth of two inches with additional accumulation expected. This response focuses on clearing and maintaining major streets, followed by business and commercial collector roadways. The second level of snow removal begins when snow reaches a depth of four inches. Cul-de-sac drivers begin plowing operations with smaller trucks by supporting the level one response, then moving into residential streets and cul-de-sacs. A third level of response begins when snow accumulates six inches with additional accumulation expected. During this response level all qualified City employee operators work 12-hour shifts as part of a 24-hour daily snow removal effort.
