Source: Urban Initiatives * 176 is a one-night count number. 401 veterans are homeless in the course of one year in San Bernardino County.

July 21, 2015 San Bernardino County Board of Supervisors votes unanimously to support the 401 => 0 strategy. The American Round Table to Abolish Homelessness

The 401 => 0 Strategy Intent To end veteran homelessness in SBC Means To reinforce ongoing work in the field with the needed political and civic will and resources to accomplish the intent. The American Round Table to Abolish Homelessness

The 401 => 0 Strategy Strategy Quantify the magnitude of the problem. Create benchmarks to incrementally solve the problem. Initiate and sustain political and civic will to reinforce the work in the field. Identify impediments to housing homeless veterans and resolve those obstacles. Ensure that performance and results/outcomes are prioritized in implementation. Create a template of strategic approaches that will serve all homeless populations in SBC. Collaborative Team in the field has upgraded meeting frequency to weekly, either in person or by phone 2. Incentives for Landlord Participation - fund for potential damages and incentives for landlords to house homeless Veterans 5. Transportation Pass Program – Universal Fare Pass for Veterans and transportation supports 6. Pet Resources - pet boarding, shots, spaying/neutering 7. Expanded Employment Resources for Housed Veterans The American Round Table to Abolish Homelessness

Bridge Housing Resources - needed to stabilize soon to be placed Veterans RESPONSE: 30 Bridge Housing units identified by HACSB in Barstow with support services provided by VA 30 motel voucher Bridge units funded through ESG resources 10 pending motel voucher Bridge units funded through Emergency Food and Shelter Program 21 Safe Haven units funded through VA The American Round Table to Abolish Homelessness

Housing Targeted to Homeless Veterans – public and private RESPONSE: HACSB issues RFP for 60 PBRA vouchers to support permanent housing tenancies Provider agencies and VA convene Landlord Fairs CA Apartment Association supports efforts to educate and induce Landlords to make units available to homeless veterans HACSB works to identify Landlords to access housing The American Round Table to Abolish Homelessness

Incentives for Landlord Participation - fund for potential damages and incentives for landlords to house homeless Veterans RESPONSE: CEO Chair of Advisory Board recommends and SBC Board of Supervisors approves $100,000 from General Fund to create Enhanced Security Deposits and Repair Guarantee Fund as an incentive for landlords, providing resources for security deposits, first month’s rent, and utility payments for non-VA/SSVF eligible individuals The American Round Table to Abolish Homelessness
