Benefits of the East West Interconnector Link Ireland to larger system in UK and Europe Deliver increased security of electricity supply Promote competition in the electricity market Encourage growth of renewable energy

Project Overview Key Strategic Project Priority Interconnector Project - DG TREN January 2007 ‘..Critical National Strategic Importance..’ – NDP 2007-2013 Project Parameters High Voltage Direct Current (HVDC) 500MW with potential expandability 180km Subsea, 80km Land Route + 2 Converter stations HVDC Technology Well established method for interconnection Two types of technology available: Line Commutated Conversion (LCC) Voltage Sourced Conversion (VSC)

HVDC Transmission Point to Point with Submarine Cable Rectifier Inverter Irish A/C System British A/C System Vdc Idc F F Harmonic Filter (Reactive Power) HVDC technology is necessary for long distance subsea crossings and connecting asynchronous power systems Transmission Systems in Ireland and Britain are 50Hz Alternating Current (AC) asynchronous power systems. Converter station required at each end of cables to convert DC to AC and vice versa. Two technologies available: Line Current Commutated (LCC), and Voltage Sourced Conversion (VSC). i i Idc i Iac Iac t t t 2

Approach to Competition for Main Contracts Competition Design by EirGrid (with PWC) Approved by CER Design and Build (EPC) Preference for Turnkey Demand for HVDC buoyant – particularly cables Market Create competitive tension Lots approach Considered newer technologies as well Contract award necessary to secure cable manufacturing slots Full Notice To Proceed post receipt of planning and consents ABB Lot 3 proposal emerged as the most economically advantageous Contract Awarded in Q1 2009 to ABB Valid tenders received July 22nd 2008 Competitive bidding situation achieved Technical, Legal and Commercial evaluation with c. 1000 clarifications and technical queries Multiple solutions to be considered Both technologies bid Interaction with Planning and Grid requirements Information exchange on surveys/sites/routes was ongoing Post Tender Clarification meetings were held in October Complexity of pricing sub-contracts, scope and risk allocation was significant Major advantages to leveraging competitive tension in late 2008

HVDC Converter Station

Planning Processes / Environmental Integrated route selection Committed to end to end Environmental Reporting in 2007 Multi-jurisdictional Differing planning legislation in Britain + Ireland Foreshore Licensing required on both sides Consultation with statutory bodies since 2007 Planning applications to: Strategic Infrastructure Division ABP Flintshire County Council in Wales for converter station Converter Station Ireland Terrestrial Route Ireland Marine Terrestrial Route Britain ‘if ever there was a strategic project’ SAC,SSSI,Natura 2000 sites, Ramsar

Marine Survey

Milestones and Progress Project Scoping and Planning Q1 2007 Integrated Route Selection Q3 2007 Competition Design Completed Q3 2007 Grid Connection Points secured Q3 2007 Invitation to Tender issued Q4 2007 Marine Survey completed Q2 2008 Enactment of EirGrid Act Q3 2008 Receipt of Tenders Q3 2008 Government Approval / Contract Award Q1 2009 Planning Permissions Granted in Britain & Ireland Q3 2009 European Investment Bank funding secured Q3 2009 EirGrid will conduct the procurement process using the negotiated procedure under Public Procurement Directive 2004/17/EC. There will be 3 lots in the procurement process: Lot No. 1: HVDC cable Lot No. 2: HVDC converter stations Lot No. 3: HVDC converter stations and cable EirGrid will request contractors to enter into a Design and Build (DB) contract structure, which will be turnkey in the event that lot No. 3 is chosen. It is the intention that the Interconnector will be developed and owned by a Special Purpose Vehicle (SPV), which will be 100% owned by EirGrid. A maintenance agreement for between 2-5 years will be undertaken most likely by the successful contractor(s), but the possibility of a specialist third party will also be considered to ensure value for money is achieved.

Project Plan

Next Steps Secure competitive funding of €601m for Project Secure necessary permits and way leaves Full Notice to Proceed Site Enabling works Contract/Cost Management is paramount
