Integrated Sensing in Extreme Environments (ISEE) A Proposal to NSF for an Engineering Research Center Principal Investigator Al Gasiewski University of Colorado, Boulder January 11, 2010

Who are we? Team of 30 faculty Eight Universities University of Colorado U. Alaska Fairbanks North Carolina A&T State U. of Miami Purdue Karlsruhe U. Politècnica de Catalunya Uppsala University Many disciplines Atmospheric Science Fire Science Polar Science Communications Vehicle Design and Control Modeling and Computing Sensors K-12 outreach Industry Partners Ambitious!

What are we trying to do? Develop a winning proposal to the NSF to start a new center that will transform how we sense in extreme environments The center will create a nexus of university, academic institution, government, and industry partners who can bring ideas out of the lab and into practice 5 – 10 year plan starting March 2011

What is the Research? Focus is on sensors, and putting sensors where needed, and communicating sensor data to who needs it. Wildfire HurricaneArctic

ISEE 5 Pillars of ISEE/Industry relations Workforce Development Access to uniquely trained students Entrepreneurial focus K-12 pipeline Workforce Development Access to uniquely trained students Entrepreneurial focus K-12 pipeline Intellectual Property Access to center IP Shared licensing on center projects Exclusive licensing on directed projects Intellectual Property Access to center IP Shared licensing on center projects Exclusive licensing on directed projects Skunk Works Low-risk technology shake out Low-cost student engineering ISEE validation of industry technology Skunk Works Low-risk technology shake out Low-cost student engineering ISEE validation of industry technology Tech Recon Peer Networking Access to strategic technology targets Early technology identification Tech Recon Peer Networking Access to strategic technology targets Early technology identification Unique Capabilities Piggyback on ISEE deployments Directed testing Directed research FAA/FCC expertise Unique Capabilities Piggyback on ISEE deployments Directed testing Directed research FAA/FCC expertise Industry Industry investment leveraged 100-1

Unique Capabilities ISEE is a wide and deep pool of talent to study arctic, hurricanes, and fire. We will establish unique research, testing, and operational facilities. Sponsors can pool resources with ISEE yearly deployments into these extreme environments Sponsor can fund directed testing and research. ISEE can provide FAA and FCC regulatory interface ISEE can partner on SBIR, STTR, and other proposals

Workforce Development ISEE will fund 40+ graduate and undergraduate students per year. ISEE will train graduate and undergraduate students who understand science, systems, and engineering. ISEE students will gain an entrepreneurial and global perspective on technology development and its science applications. ISEE will also develop the K-12 pipeline into science and engineering.

Tech Recon ISEE will foster cross-fertilization between many different industry, scientific, and government players through regular meetings and workshops. ISEE members will get regular updates on industry developments, upcoming players, and major initiatives ISEE will regularly report on under the radar technologies that will be the disruptive technologies of tomorrow

Skunk Works ISEE research activities are designed to eliminate technology and regulatory uncertainties in extreme sensing. ISEE provides low-cost and low-risk environment to test ideas with big rewards Through ISEE deployments and testing facilities, industry can validate its technology through a neutral, trusted and respected party.

Intellectual Property ISEE over time will develop a large and wide- ranging IP portfolio in sensors, platforms, communications, and control For general center activities, Full and Associate members can choose to get a royalty-free non-exclusive license. For directed research: sponsor can get exclusive royalty-bearing sector-specific license.

Leveraged Investment National Science Foundation, State, and industry funding will make ISEE a $4.0M - $5.0M per year activity. Industry sponsors can contribute 1% to the activity but garner all of the benefits. This is an exceptional investment

Sponsorship Full ($50k) – All benefits of Associate + Can suggest project for one student One-on-one technology briefings Associate ($20k) – All benefits of Entrepreneur + Access to center joint IP Membership on ISEE Industry advisory board Entrepreneur ($5k) – less than 100 employees Access to center networking events Can compete for ISEE internal seed grants Can partner on external SBIR and larger grants Consulting clinics to provide technical/legal/business advice Can fund directed research/testing/deployments

What do we need? Letter of support Due February 1 Actively involved partners!
