2.Contents of MIDA phase 4 General information Multi-year programme ( ) 4 partners: Belgian development cooperation (donor) + partner governments Burundi, RDC, Rwanda Objective: reinforce the capacities of approximately 30 institutions of the Great Lakes region with the support of experts of the Diaspora Adoption of a project-based approach / launching of a two-stage call for project proposals  reinforces the impact of Diaspora expert missions

2.Contents of MIDA phase 4 Planning  2009: preperatory year December 2008: kick-off Janunary – February 2009 : identification of the sectors and priority actions (technical committee meetings) March 2009: launch of the call for project proposals (steering committees + information sessions) May 2009: Pre-selection of the best project introduction notes July - September 2009: Elaboration of final projects + training and short-term expert missions for technical support November 2009 : Selection of projects (aprx. 30 for the region) December 2009: Selection of experts + kick-off of projects

For each project: 1.Estimated duration of each project : 3 years 2.2 to 3 training missions /Diaspora experts for one year (6 to 9 for the full duration of the project: experts work in teams and will alternate working in the field) 3.Total of EUR to finance equipment and other priority activities 4.Possible support of local staff 5.Grants for training periods (short training : 2/3 months) 6.Emphasis placed on development, implementation, follow-up and evaluation of selected projects over the course of 3 years. 2.Contents of MIDA phase 4 Project support

Who can present a project ? → only local institutions located in Burundi, the DRC and in Rwanda (public or private) → partnerships between several local institutions are possible → local institutions currently supported by other funding sources/organizations who are looking for qualified Diaspora experts to assist with pre-existing projects are encouraged to respond to the call Which sectors are concerned by the call? → Health, education, rural development What are the priority actions of the targeted institutions of this call for proposals? → See annex B : actions are aligned with national priorities 3.Terms of participation Who can respond to the call for project proposals for MIDA 4?

Identify a need in the institution / in the local environment (preparatory meetings, involve interested staff, outside partners, donors if necessary, etc..) Consult the guidelines and annexes (paper format MIDA offices) Consult the document entitled « project introduction note » Prepare a typed version of the document « project introduction note » and send it to the OIM/MIDA office, or hand-deliver it to the local MIDA office before 18 May 2009 In case of questions / problems: send an to or contact the local MIDA offices 3.Terms of participation How to respond to the call for project proposals?

The administrative criteria were respected (deadline, format of the note, eligibility criteria) The institution belongs to the target groups as identified by the call The project addresses one of the sectors or sub- sectors prioritized by MIDA and aligns with national priorities 4.Selection The project introduction note will be evaluated by what criteria?

The project is relevant (the problems, objectives of the project and the targeted groups are accurately identified). Demonstration of an interest in partnering with MIDA Demonstration of the staff and institutions’ motivation and interest in the project Synergies with a previously existing programme in your institution or a third entity interested in supporting the project were identified (where necessary) 4.Selection The project introduction note will be evaluated by what criteria?

At the end of May 2009, the focal point for the project will receive a message from MIDA informing of the pre-selection of the project introduction note At this time, IOM will provide the focal point with documentation that will allow him/ her to develop a complete project (guidlines and documents) which must be finalized before the 30/09/2009 If needed, local MIDA offices and diaspora experts can assist the pre-selected institutions in this phase of project development 4.Selection What happens if a project introduction note is pre- selected?
