ANTI-CORRUPTION TRAINING FOR JUDGES AND LECTURERS OF LAW SCHOOLS AND IMPROVEMENTS MADE TO THE JUDICIAL CODE OF ETHICS Transparency International-Mongolia

2 OBJECTIVES Awareness raising of judges, court workers, auditors, investigators, NGO’s and lecturers/students Breaking the silence and initiating debate and engagement of academics and experts of public services Publishing recommendations to assist in further deepening of judicial reforms Improving court services and restoring trust in judiciary thru improving judicial CoE Assisting MAJ to become an independent NGO, which would safeguard judicial independence thru enhancing accountability and promoting ethical behaviour

3 ACTIVITES Publishing of handbooks on PP and judicial corruption Trainings for judges, court workers, auditors, investigators, NGO representatives and lecturers Making improvements to the judicial CoE Participation of MAJ reps at IAJ’s int’l conference Disseminating handbooks and other material previously published by other NGO’s on COI, freedom of expression and FOI 30 min interview on TV, 3 articles on the trainings and the COE, in daily papers

4 LESSONS LEARNT Hiring peers as trainers enhanced efficiency of the trainings Strong commitment from judiciary ensured almost 100% coverage of the target groups and sent messages that wrongdoings shall not be tolerated Projects involving GCC, CCAC, MECS and MAJ with media coverage helped raise debate over the issues Literature analyzing corruption in judiciary and PP provided opportunity for research by students, lecturers, judges and court workers

5 LESSONS LEARNT Unforeseen delay in project implementation due to political reasons, this should be foreseen when developing the project When publicizing about the project and the results achieved it is better to deliver the message in a way such that public understand that the project was initiated by the public organization, the gratitude of whom can do miracles later (we have people sitting on important decision-making positions)
