DepED Election Task Force Proposed Organizational Structure

Purpose 1. Ensure that teachers are provided with and/or referred to adequate information, technical and legal assistance in the course of the performance of their duties. 2. Serve as DepED’s institutional link to volunteer organizations and individuals.

3.Provide close horizontal and vertical coordination and consultation among DepED, COMELEC and partner agencies involved in 2013 Automated National and Local Elections 4.Complement the other government agencies’ effort for an honest, orderly, and peaceful election

Proposed Organizational Structure Steering Group Operations Group Secretariat Call Center Monitoring Data Base Unit Logistic & Support Unit External Coordination Mobile Unit Teachers Defense, Legal &Technical Unit Regional E-TF Division E-TF DepEd Election Task Force

Functions of the Steering Group Headed by the Undersecretary Alberto T. Muyot and Undersecretary Rizalino Rivera Provide the overall policy direction of the E-TF in terms of guidelines and priorities to be pursued Forge formal institutional linkages with partner agencies, volunteer legal organizations and individuals.

4.Define the aims, goals and powers of the E-TF and formulate the framework strategies and guidelines. 5.Approve the work plan and appropriate resources to the activities of the E-TF.

Functions of the Operations Group Headed by Chief Administrative Services   Oversee the day-to-day operations of the operation centers.   Coordinating the assignment and deployment of Teachers’ Defense Team and the Regional Task Force Operation Centers.   Supervise different units under its operation.   Report directly to the Steering Group.

Functions of the Secretariat Provide E-TF with administrative and technical support Prepare a daily summary report Provide the Steering Group feedback and information on issues and status of all the complaints.

Call Center Monitoring Data Base Unit Receive all incoming calls and advice the appropriate E-TF unit Refer the complaint or issues to appropriate partner government agencies or to any volunteer organization or individual Keep track of the action undertaken on the complaint Record and provide feedback to the Operations Group.

Logistics and Support Unit 1) 1) Deployment and delivery of logistical support.

External Coordination Mobile Unit 1) 1) Hub of the DepEd’s coordination with the partner government agencies. 2) 2) Refers issues and complaints of teachers that can best be addressed by partner government agencies.

Teachers Defense, Legal and Technical Unit 1) 1) Render immediate technical or legal assistance/advice. 2) 2) Coordinate with the volunteer legal organizations and individuals in providing technical or legal advice/assistance. 3) 3) Keep track and monitor the status of all complaints and issues affecting teachers.

Vertical and Horizontal Linkages 1) 1) National E-TF shall coordinate and communicate with the Commission on Elections as well as other Partner Agencies (PA) at the national level. 2) 2) Similar communication and coordination should be established by the regional and division E-TF with their corresponding regional and local COMELEC and partner agencies offices.

Vertical and Horizontal Linkages Roles of the E-TF: 1. Provide immediate assistance to teachers in need in their respective jurisdictions. 2. E-TFs at all levels have the prerogative to coordinate with the different concerned government agencies at their levels. They shall also coordinate with appropriate partner agencies/volunteer organizations/individuals and secure and ensure assistance to teachers.

3. National and Regional E-TF shall maintain a monitoring system for all cases for their respective areas. 4. Regional, Division, and District E-TF shall monitor and track down the resolution of issues and concerns and provide regular feedback to the national E-Task Force on the status of each case. 5. Issues shall be categorized based on the required assistance and the urgency of the needs.

6. Concerns that can be addressed at the regional or division level should be resolved at the appropriate level. 7. Regional E-TF shall provide the National E-TF with a summary report of all the complaints/incidence within their jurisdiction. Division E-TF shall submit a summary report of the complaints received for the day to the Regional E-TF.

Location, Venue, and Logistics 1) 1) The national operation center will be set up in the Bulwagan ng Karunungan, DepEd Central Office. 2) 2) Central Office shall provide the operation center with TV sets, fax machines, and desktops that are connected to the internet.

The E -TF shall also maintain the following in the center: 1) 1) Election hotlines of partner agencies at the national level, i.e. COMELEC and PNP 2) 2) Names, hotlines of COMELEC Regional and Provincial Election Officer and Supervisor 3) 3) At the regional, division and district level, hotlines of the Regional Election Director, the Provincial Election Superintendent, and the Municipal Election Officer
