5 eSRS Reporting  eSRS is a web-based Government-wide subcontracting system that allows electronic submission, management, (acceptance, rejection), reports and analyses of subcontracting data in a real time paperless environment  To assure reduction of errors in reporting data, and to decrease processing time. This should increase subcontracting activity  As of October 25, 2005, the eSRS was available for use by all Federal agencies and their contractors

6 eSRS Reporting  Previously FAR clause required contractors to submit SF-294s and SF-295s forms for hardcopy reporting  The eSRS satisfies the reporting requirement. The FAR clause was modified to show a change in the wording  The iSRS, the old test beta system was shut down effective October 31, 2005, for submitting of ISRs. 7 eSRS Reporting  The SF-294 is now called the ISR, and is submitted in the eSRS to the current CO for any contract  The CO is responsible for reviewing and accepting or rejecting the report  The SF-295 is now called a SSR  The report is submitted in the eSRS for all of a prime’s contracts with an Agency from the contractors finance office  They are due 9/30 and 3/31  Donna Sprinkle at NASA Headquarters is responsible for reviewing and approving the reports

8 eSRS Reporting  When a new contract is awarded; an ISR report is due in the eSRS 6 months later  ISR reporting periods end (1) 9/30 and (2) 3/31 each year. The ISRs are due in the eSRS 30-days after the period ends  An analysis of all the ISR data submitted for GSFC and HQ contracts is due to within 2 weeks after the reports are due in eSRS, a Goals Attainment Report (old delta) is compiled after the data has been analyzed and it is submitted to the OSBP  This report tracks the subcontracting activity of the Prime contractor for the current period. It will also reveal if they are adhering to the goals they agreed upon when their subcontract plan was submitted

9 eSRS Reporting  Prime contractors are required to ensure that their subcontractors and lower tier subcontractor’s file their ISRs in the eSRS and that the data is accurate  ISRs are due, regardless of whether there has been any subcontracting activity since the inception of the contract or since the previous report  When the contract ends, a Final report should be submitted in the eSRS 30 days after contract completion

11 eSRS Reporting  When you receive a contract previously administered by another CS or CO, you must contact the contractor and request that he/she update their registration page with your address. This will assure you are receiving alerts when the ISR report has been submitted by your contractors  To update the eSRS to show changes of the CO on an award document, the CS should notify Deanna Herschell of the change. Ms. Herschell will then update the FPDS-NG to reflect this change, which in turn results in the updating of the eSRS

12 eSRS Reporting  The IAO acts as the Liaison between Procurement and the OSBP  The Small Business subcontracting goals and dollars for each Center is now being tracked very closely by the OSBP  Please view your ISRs timely, so that the IAO can submit our Goals Attainment Reports timely to the OSBP
