Brief background of the CS reform Discussion about reforming Georgian CS has a long standing history Civil Service Bureau developed a reform concept back in 2009 Several versions of draft new Civil Service Codes were developed, but none of them were adopted by the Parliament so far

Implemented activities Various legislative amendments were passed to enhance the existing CS legislation and to bring greater transparency and efficiency E-governance projects were developed to rise efficiency of the public service delivery (public and civil registries, asset declarations, e-licenses, e-taxation, other e-services) Logistical advancements played also vital role (new public buildings, modern equipments)

Trainings Trainings were carried out for the large number of Georgian civil servants with kind support of donor organizations Some agencies even had a special budget for trainings (i.e. MoJ, MoF) However, there is no central training institution in charge of civil servants’ training at the moment

Main stakeholders Parliament of Georgia: Legal and Procedural committees Government of Georgia (Prime-minister’s office, Ministry of Justice) NGO sector Donor organizations (NATO-PDP, USAID, SIGMA, other organizations)

Our vision of the CS reform Full depolitization of the CS by separating executive and political positions Merit-based recruitment and appointment Reforming HR departments by applying modern techniques and methodologies Reforming pay and bonus systems Setting up continuous training curricula for the Georgian civil servants Further enhancement of e-governance projects

Main challenges of the reform Political will, ownership and clear guidance Lack of generally agreed concept on what type of civil service we want to see in the years to come Lack of institutional memory - quick turnover of the people in charge of the CS reform activities Lack of donor coordination Lack of financial and human resources
