NEWPORT BEACH COUNTRY CLUB Clubhouse originally constructed in 1954 and has reached the end of its useful life Private club with significant public access and benefits High school golf Community golf tournament fund raisers Toshiba Classic with the PGA Champions Tour Lessons available for members of the public 50% of the underlying fee ownership has joined as Co- Applicant in recognition of NBCC’s right to secure CDP 56 years remain on ground lease

NEWPORT BEACH COUNTRY CLUB Consistent with City of Newport Beach Certified Coastal Land Use Plan (LUP) designation of open space which “is intended to provide areas for a range of public and private uses to meet the recreation and open space needs of the community…” (Newport Beach Local Coastal Program Coastal Land Use Plan, p. 2-4) Consistent with Chapter 3 Policies of the Coastal Act as indicated in the Staff Report No environmental resources or Coastal Act issues

PROJECT COMPONENTS Reconstruction of 58 year old clubhouse Increase in size of clubhouse required to comply with building and public safety code requirements and to modernize existing uses Single new use – 1,800 s.f. fitness center for club members Replacement of maintenance facility and ancillary support uses Water Quality Features Treatment of all runoff (existing runoff is discharged untreated into impaired Newport Harbor) Reduction from current runoff rates through increase in permeable areas (i.e., permeable paving, directing runoff into vegetated areas) Drought Tolerant, Non-Invasive Landscape Plan

OPPOSITION TO PROJECT IssueResponse Partner Dispute Special Condition #7 addresses objection raised by portion of underlying ownership View Impact Reference to visual simulation purporting to show obstructed coastal view No impact to public views - Referenced visual simulation taken from golf course and not from public vantage point - Private views are not protected by Coastal Act Water Quality Special conditions of approval defer mitigation Special conditions are permissible and not considered deferred mitigation - Conceptual WQMP contains specific features to protect water quality Landform Alteration Importation of 34,000 cubic yards would alter existing landform Site previously graded, developed with existing clubhouse and not located on or near a beach, bluff, cliff or other natural landform - Import of 34,000 cubic yards (reduction in 5,000 cubic yards from original proposal) - 21 days of truck trips associated with import - Will raise clubhouse 3’ from main level of existing clubhouse Traffic and Coastal Access Suggest use of ITE Rate for Community Center ITE Trip Generation Rate for Golf Course (includes private country clubs, driving ranges, clubhouses with pro shop, restaurant, lounge and banquet facilities) - 40 AM Peak Hour Trips and 49 PM Peak Hour Trips - Parking based on each component of clubhouse Conclusion: No Coastal Act issues have been raised by the opposition, as indicated in the Staff Report
