Male’ Declaration Male’ Declaration Work Programme for 2010 by Secretariat UNEP

1.Strengthen Regional Cooperation and move towards developing a regional agreement 2.Strengthen the air pollution monitoring network and conduct regular monitoring of high quality 3.Enhance the capacity of NIAs to undertake emission inventory and scenario development, atmospheric transfer of pollutants and Integrated Assessment Modeling 4.Enhance the impact assessment capacity of the national institutions and assess the impacts of air pollution in the participating countries 5.Assist the member countries of the Malé Declaration with the development of air pollution reduction policies and development of a regional framework; 6.Raise awareness for action on air pollution issues through targeted dissemination. Phase IV Objectives

(i) Intergovernmental meeting (IG12) in January 2011 Review of the progress of Malé Declaration activities in 2010; Review of the data report on transboundary air pollution monitoring in 2009/10; Report from the Task Force on Future Development of Malé Declaration  Decision on the Sustainable financing mechanism for MD  Discussion on the feasibility report on the establishment of specialist regional centres Consideration of the Work programme for 2011 Any other issues raised by the participating countries 1. (i) 1 st Regional-level training cum-Awareness will be conducted on the 2 nd quarter of 2010 designed to place all the information on prevention and control at the fingertips of governments in the region (ii) TFFD members will conduct feasibility study on developing regional framework for consideration of the IG12 (iii) National level, country-specific air pollution measures Identifying and developing national policy (iv) Workshop on clean fuels and vehicles 5. Assist with Air Pollution Reduction

Goal: To promote cleaner fuels and vehicles Set up at the World Summit on Sustainable Development, September 2002 Activities at global, regional and national level Provides technical & financial support, capacity building, outreach activities & networking Helps countries develop action plans related to key PCFV campaigns The Partnership for Clean Fuels and Vehicles KEY CAMPAIGNS: Elimination of Lead in gasoline Phase down of Sulphur in diesel & gasoline fuels High Sulphur Fuel contributes to: 1)Health problems [Cardiovascular, Respiratory, Cancer]; 2)Environmental degradation [Damage to plants and buildings]; 3)Climate change [From Particulate Matter (PM)]; 4)Damage to vehicles; 5)Prevents use of modern, cleaner engines Adoption of Cleaner Vehicles / Technologies Development of Automotive Fuel Efficiency policies & strategies THE PARTNERSHIPS FOR CLEAN FUELS AND VEHICLES

Lower Sulfur Fuels Reduce Emissions When Sulphur content falls below certain levels, emissions control devices can be used 500ppm permits the use of oxidation catalysts, which can achieve up to a 30% reduction in emissions of particulate matter Sulphur levels no greater than 50ppm permit a reduction of up to 75% of particulate matter And around 10 to 15ppm permit reductions of particulate matter up to 95% Cleaner fuels are necessary for the introduction of cleaner, more efficient vehicles with functioning emission control devices

PCFV Global Campaign: Countries to introduce fuels with 50ppm or less Sulphur levels VI-3Clean Fuels and vehicles – Sulphur In order to support the development of air pollution reduction policies, a regional workshop for member countries will be held to promote the adoption of clean fuels and vehicles policies and raise awareness of the issues surrounding such fuels. Activities will be initiated, during and after the workshop, to support member countries to introduce 50 parts per million (ppm) low sulphur fuel and clean vehicle standards. Regional and national fuels and vehicle data will be disseminated and best practices in vehicle emissions in South Asia identified. High-level policy makers in relevant ministries (Transport, Oil, Energy, Roads, Standards) will also be targeted to broaden the awareness of the issues. SULPHUR LEVELS & THE WORK PROGRAMME

(i) Newsletter Two issues of the newsletter will be published during 2009/10 period: (i) Vol. 8; Number 1; November 2009; (ii) Vol. 9; Number 2; April (ii) National Level Compilation of the outcomes of national level public awareness campaign in Sri Lanka. (iii) Targeted awareness materials The multimedia presentation and the publication will be disseminated to young people in South Asia (v) Information sharing Among the countries and other networks 6. Raise Awareness NIAs are encouraged to: submit articles and news for the Male’ Newsletter; Disseminate at national level
