OVERVIEW  Introduction – Project’s Outline  Rationale  Objectives/Purposes of the EU-PacTVET Project  Project’s Structure  Update on the Main outcomes from the TNGA/October Regional Inception meeting.

INTRODUCTION: Issues & Responses Issues:  The Pacific Region is most vulnerable to climate change and is also very vulnerable to hazards.  P-ACP countries produce less than 0.03% of GHGs.  P-ACP countries have the least capacity to react and adapt to climate change and improve energy security.  Lack of local and regional capacity and expertise due to an absence of sustainable training programmes and of trained regional staff and well-resourced and equipped regional training institutions.  Ad-hoc training – unsustainable… where does it lead?

PROJECT’S RATIONALE Capacity Building is the key to P-ACP sustainable development!!!  At present, there are projects or programs to include climate change, disaster risk management and sustainable energy in primary and secondary school curricula.  There are also university programs on climate change, disaster risk management and sustainable energy in the region  There is a need to include climate change and sustainable energy in TVET curriculum as well

INTRODUCTION: Response Response:  The European Union Pacific Technical and Vocational Education and Training on Sustainable Energy (SE) and Climate Change Adaptation (CCA) project (PacTVET)  The European Union PacTVET project is component three within the broader regional 10 th European Development Fund’s Adapting to Climate Change and Sustainable Energy (ACSE) program.

INTRODUCTION: PROJECT OUTLINE  The project is being implemented in all 15 P-ACPs by the Secretariat of the Pacific Community (SPC) in partnership with the University of the South Pacific (USP).  The project cycle will cover a period of 53 months – which started at the end of July  The overall project budget is EUR 6.1 million - split equally between SPC and USP.  This is a “first of its kind” collaboration of CROP agencies

PROJECT’S Purpose The 10 th European Development Fund European Union Pacific Technical and Vocational Education and Training on Sustainable Energy and Climate Change Adaptation (European Union PacTVET) project is component three within the broader regional 10 th European Development Fund’s Adapting to Climate Change and Sustainable Energy (ACSE) programme. The purpose of the project is to enhance and/or create P- ACPs' regional and national capacity of, and technical expertise to respond to climate change adaptation (CCA) and sustainable energy (SE) challenges.

Provide flexible & multiple pathways for acquiring education. Make qualifications accessible to those already in industry. Support Recognition of Prior Learning-(RPL) and current competencies (RCC) Provide for recognition of other qualifications especially overseas institutions. Meet industry need with alignment to the training institutions. Support the transferability of credits across various institutions. Ensure recognition of local qualifications by overseas institutions. Allow the award of National Certificates set against National Standards. Provide for the offering of different levels of programmes at different institutions but which can lead to a national qualification PROJECT’S OBJECTIVES

EXPECTED RESULTS The project will achieve the following results: 1.Assess national training needs in SE, DRM and CCA; and existing informal and formal TVET training courses and training and education providers are identified and strengthened 2.Develop and implement benchmarks, competency standards and courses on Training of Trainers (ToT) 3.Develop and establish training courses and support facilities within TVET institutions 4.Strengthen networking in SE, CCA and DRM

PROJECT’S STRUCTURE The project has 2 Phases: Phase 1. Needs and Gap Analysis (inception phase – months 1-12).  Present and future market demand for TVET courses will be identified.  Existing training supply will be mapped.  Country or sub-regional action plans will be developed with stakeholders as a basis for Phase 2. Phase 2. Achievement of objectives 2, 3 and 4 with activities tailored to individual country needs.

 TNGA complete – in-country consultations, questionnaires, face to face interviews, extensive literature review/research  Regional Inception Meeting – October 8-9 (Country Findings presented, Priorities identified So… Where are we at ?

RESULTS FROM PHASE 1 Several, if not all countries mentioned the need for training on project management:  Project Management Skills (all countries)  Project management skills required Communications Skill and Strategy Research and data collection methodologies against indicator(s) on national analysis on carbon footprint Project Proposal writing Project Report Writing  Project management training course (Palau)  Training on Project Management (Budget Harmonisation –Donors, Suppliers and Contractor) and M&E (Niue)  Basic Project Management (Kiribati)  Need for training in all areas of project management (Timor Leste)
