ECASTG EAST COAST AVIATION SAFETY & TRAINING GROUP

ECASTG zECASTG is a user group formed in 1997 to enhance safety in the east central flight training region. zThe group represents Flight Schools, ATC Facilities and Airport Operators that have a vested interest in the safety of the east central flight training environment. zFlight Schools and Operators also use the group to establish policy, as well as share information on flight training methods.

ECASTG zEmbry Riddle Aeronautical University zERAU CATER, Deland zPhilAir Flight Center zPhoenix East Aviation zSunrise Aviation zComair Aviation Academy zTomlinson Helicopters zRegional Airport Managers z Daytona Beach Air Traffic Control z Orlando Approach Control z JAX Center z Helicopter Adventures, Inc. z Wrightway Aviation z Florida Inst. Of Technology z Flight Safety International Current active participants are:

ECASTG zECASTG participants currently have a cumulative of: x427 Aircraft x632 Instructor Pilots x3,410 Flight Training Students zDaytona Beach Approach Control Airspace averages approximately 1,800 operations per day zDAB had 363,000 operations in 1999 zApproximately 90% is General Aviation of which the majority is Flight Training zDAB Approach Control & Tower : x31 st busiest approach control in the nation x42 nd busiest control tower in the nation

ECASTG zThe group meets three times a year and has a number of bilateral organizational meetings to implement policy discussed within. zThe last formal meeting was held at ERAU in July to discuss the following topics: xOperations at Non-Towered Airports xFDOT/CFASPP Presentation xEast Central Flight Training Integration into CFASPP xRunway Incursion Prevention Initiatives xMid-Air Collision Prevention Initiatives xHurricane Evacuation

ECASTG zOperations At Non-Towered Airports: yProblems: xTraffic Pattern Congestion xRadio Frequency Congestion xIntersecting IFR Approaches w/ VFR Traffic Patterns xHolding Traffic Over OMN VOR xTraffic Pattern Entries xSkydive Operations

ECASTG yFrequency change at Deland (DED) to from due to congestion yPossibility of frequency changes at other outlying satellite airports yLimits on number of aircraft in the traffic pattern. e.g ERAU policy limits 5 aircraft yBreaking out early on non-precision instrument approaches yOpening up Restricted areas R-2907 for flight training Discussion of possible solutions

ECASTG zMid-Air Collision Prevention Initiatives yPractice Areas xDeveloped practice areas (North & South) xTwo separate flight training “air to air” frequencies and xStandardized position reporting with reference to pre- determined landmarks xStandard position report: Type of aircraft N Number or last three digits Practice area identifier Direction, Distance and Altitude from landmark Type of maneuver “ Cessna 138 Alpha Tango is in practice area Alpha, 5 miles north of the Flagler tower at 3200ft, simulated engine failure”.

ECASTG Practice Areas

Southern East Coast Practice Area

Northern East Coast Practice Area

ECASTG zECASTG recommendations to CFASPP yFlight training issues: xCongestion at non-controlled satellite airports xNavaid congestion xInsufficient number and availability of precision approaches (need for a western facing ILS) xPublic awareness of flight training in Florida xRadio frequency congestion xAirspace congestion

ECASTG zRecommendation Process yInput at the Florida Statewide Steering Committee yDiscuss recommendations at the next ECASTG meeting yEstablish formal list of recommendations at the East Central CFASPP sub-committee meeting in December yPresent formal list at CFASPP meeting in February

ECASTG zNext ECASTG Meeting: Comair Aviation Academy Wednesday Nov 15 th,
