3 Thoughts and points for discuss about Manual’s contents M ESH PROJECT : P RODUCTION OF A M ANUAL FOR S TATISTICS ON E NERGY C ONSUMPTION IN H OUSEHOLDS Are we forgetting to talk about something?, for example: We have a chapter focused on fuel-poverty, OK, but, Is it necessary a chapter in the Manual where to develop its application in energy indicators and/or monitoring of EU energy efficiency policies? Additionally, there are a lot of chapters in the actual version of Manual We propose to merge individual chapters in a maximum of 6 large chapters. There are overlap between different chapters:  Chapter 2 and 3,  Chapter 3 and 4,  Chapter 5 and 13,  Chapter 5b and 7,  Chapter 5c and 6,  Chapter 6 and 8, W e propose to discuss the possibility of integrating the chapters with overlap (totally or partially) in a single folder.

4 Manual’s Structure: proposal of coordinator M ESH PROJECT : P RODUCTION OF A M ANUAL FOR S TATISTICS ON E NERGY C ONSUMPTION IN H OUSEHOLDS Maximum dimension of the Manual: 200 pages Maximum of 6 large chapters: 1.Households consumption: Identify services and uses into the houses. 2.Situation of the energy statistics in the residential sector in the EU: Information needs and definitions. 3.Theoretical approach methods. 4.International best-practices. 5.From national practices towards EU comparable methodology: suggestions. 6.Application of energy statistics households: fuel-poverty, energy indicators and monitoring EU efficiency policies.

6 Others considerations about the contents of Manual M ESH PROJECT : P RODUCTION OF A M ANUAL FOR S TATISTICS ON E NERGY C ONSUMPTION IN H OUSEHOLDS Where are the boundaries?  In Regulation (EC) Nº 1099/2008 of the European Parliament and the council of 22 October 2008 on energy statistics: Annex A-2.3. Energy end-use specification. Other sectors — residential: to be declared are fuels consumed by all households, including ‘households with employed persons’. Transport sector — road: quantities used in road vehicles.  In Task Force 2008 and Document WP-HOUS/2009/9 (a) Point 6.3 Water Heating: the use of energy to heat water for hot running water, bathing, cleaning and other non-cooking applications.  In others Commission’s project: ODYSSEE-MURE: swimming pool is out of water heating.
