The WPA ( Of all of Roosevelt’s New Deal programs, the Works Progress Administration (WPA) is the most famous, because it affected so many people’s lives. Roosevelt’s vision of a work-relief program employed more than 8.5 million people. For an average salary of $41.57 a month, WPA employees built bridges, roads, public buildings, public parks and airports.

The Ladies Law The "Ladies' Law" states:  "Any person who enters into, or goes sufficiently near to the dwelling house of another, and, in the presence or hearing of the family of the occupant thereof, or any member of his family; or any person who, in the presence or hearing of any girl or woman, uses abusive, insulting, or obscene language, must, on conviction, be fined not more than two hundred dollars, and may also be imprisoned in the county jail, or sentenced to hard labor for the county for not more than six months."  THE CODE OF ALABAMA, Vol. III -- CRIMINAL

National Recovery Act ( On June 16, 1933, this act established the National Recovery Administration, which supervised fair trade codes and guaranteed laborers a right to collective bargaining. The administration was empowered to make voluntary agreements dealing with hours of work, rates of pay, and the fixing of prices. Until March 1934, the NRA was engaged chiefly in drawing up these industrial codes for all industries to adopt. More than 500 codes of fair practice were adopted for the various industries.

Pondering Things Why does Lee mention these three acts by name in chapter 27? What literary device is this? How does Lee use humor to soften the seriousness of the prank that was played on the two vulnerable sisters on the previous Halloween?  Is this an act of foreshadowing?
