Definition & Selection of POP  How do you define POP?  Families who have very little or least means of production (Land, Labour, Capital)  What are the criterion to qualify as POP?  ASA policy on PoP has two fold strategy: A. Criterion for Area Selection keeping PoP in view -  Backward areas having degraded resources & dominance of small & marginal farmers, tribal and SC  Villages with degraded resources, low/lack of irrigation, facilities, remoteness  Low HDI

Definition & Selection of POP B. Criterion to qualify as PoP -  identification using Well Being Ranking (WBR) exercise  families with relatively less land and resources (means of production),  high dependency on wage employment / out migration  High indebtedness  Woman headed household with family liability and with all above characteristics

What is the strategy? Increased net income from Agriculture 2.1 (a) Productivity of agriculture increased to 50-80% 2.1 – 2.2 MIS, Case study, records 2.1 – 2.2 Timely fund flow, Cooperation from banks and Govt. Depts. are critical for the success of the project 2.1 (b) cost of production declined to 20-30% due to adoption of good agronomy 2.1 (c) Irrigation facility increased to 50% of the arable land of the POP 2.1 (d) at least 50-60% of the POPs have improved their land (bunding, trees on farm, etc.) 2.1 (e) 100 % of the POPs are market linked for produce and inputs 2.1 (f) 100 % of the POPs are trained on good agronomy and have adopted most practices 2.2 Increased access to the services, entitlements of the Govt. Schemes 2.2 (a) 100 % POPs are organised into the SHGs and other CBOs; and are credit linked 2.2 (b) at least 80% of the POPs have availed their entitlements from NREGS, PDS, etc. 2.2 (c) All POPs have received all critical trainings for skill up-gradation 2.2 (d) At least 30-40% of the POPs have acquired the key decision making position in the CBOs
