Welcome

Introductions Jeff Levesque Engineering Technician & CAD Manager for Skagit County Public Works

Background Worked for Skagit County for the last 6 years as a Designer. Using Civil 3D for the last 4 years. Started with 2009 Civil 3D and currently using 2013 Civil 3D. Developed and mange Skagit County’s Styles for Civil 3D. Was self trained in Civil 3D until CRAB had their first class, then had additional training.

Today’s Topics Project Background of “Francis Road Curve Realignment and Reconstruction Project.” How we at Skagit County were able to use Civil 3D to design Francis Road and the challenges we faced. Q & A

Francis Road Project Background Rural Minor Collector with an ADT 3,613. Speed limit of 50 MPH and curves posted at 30 MPH. Prior to construction the road had 11-foot paved lanes and 3-foot unpaved shoulders. This road lies within the 100 year flood plain of the Skagit River. There were 3 different funding sources to construct this project.

Francis Road Design and Civil 3D No Net Fill Due to this project being in the 100 year flood plain of Skagit River, local ordinances required that there be no net fill for the project and that the design profile be as close as possible to the existing profile of the road. We had to carefully monitor our cuts and fills when designing the project. We had to be creative in our design to get as close to zero not net fill as possible.

We created a TIN Volume surface to compare our Existing Ground Surface and our Finish Grade Surface.

We had to be creative with our grading by grading out the old supers of the old road. We created ditch along 2/3 of the project for drainage and to help with our cut/fill numbers.

Francis Road Design and Civil 3D Three Funding Sources Another challenge of the project was the three funding sources and having to separate bid items for each section. – We had received a Federal Grant, High Risk Rural Roads Program (HRRRP) for the west curve. – We were awarded a grant from CRAB for the Rural Arterial Program (RAP) for the 2 east curves. – Skagit County funded the section of roadway between the Federal and CRAB portions.

On our plans we would indicate the funding sections changed.

Prior to construction we even had our sign crew install signs where the funding sections changed to help out the contractor and inspector.

By adding Civil 3D sample lines at the location where the funding sections change, we were able to calculate the volumes of the materials used for that section.

To calculate the road volumes we used the volume report function of Civil 3D.

Since the project has been completed, the QTO was setup for Skagit County. If we would have had the QTO setup before we designed this project, it would have made it much easier to track all the other bid items. In QTO you can do a report for certain sections of the project or for the entire length.
