WHY, WHEN, HOW……. Integrating Gender into HIV Programming

What is GENDER? Refers to a socially constructed definition of what it means to be a man or a woman. Gender also refers to what a society believes about the appropriate roles, duties, rights, responsibilities, accepted behaviours, opportunities and status of women and men in relation to one another

Why GENDER? It is NOT the “in-thing”. It has been identified as a critical social issue to be considered and addressed in all development (social and spatial) efforts.

Why GENDER and Development? Highlights vulnerabilities resulting from gender norms. Outlines areas where “social transformation” may be required to ensure success of implementation and sustainability of gains made.

What is GENDER Integration? Integrating gender into programming entails the identification and subsequent treatment of gender differences and inequalities during program/project design, implementation, monitoring, and evaluation. Taking gender into account usually, but not always, involves a focus on women since women most often occupy a subordinate position in society or are the most marginalized in their communities.

Why Gender Considerations? Obama Administration Fiscal 2014 Budget “……..gender is deemed a foreign assistance priority and not just a key interest area.” USD1.7 billion(2013) USD1.9 billion (2014)

Where will the money go? More than half will be allocated to the Global Health Initiative (USD835 million) and Feed the Future (USD163 million)

BREAKDOWN – Gender Key Issue Components Primary: - Gender equality and women’s empowerment are the explicit goals of development (307.6 million) Secondary: - Gender equality and women’s empowerment are integrated into key parts of project (1.4 billion) Gender-based Violence: - Activities and programs that are aimed to prevent and respond to actions that lead to physical, sexual, and psychological harm to men and women (181 million)

BREAKDOWN – Gender Key Issue Components (2) Women, Peace and Security: - Efforts to ensure women and girls are given equal consideration in conflict prevention activities, and relief and recovery assistance (154 million)
