Community level (subdistrict and village)

To ensure the safety of life and the rapid and efficient search and rescue operation To establish efficient search and rescue team at every province, district and subdistrict (or Tambon) of the country To enchance capacity and efficiency of search and rescue team through technical training and drilling To build up the self-confidence of search and rescue team To provide first aid treatment and rapid transfer to the appropriate medical establishment

Complete in 2008 (begins in 2006) 7,255 SAR teams in 7,255 subdistricts (Tambon) of 75 provinces (excluding Bangkok) are established and trained (10 members per SAR Team) 4,380 trainers at district level and 430 trainers at provincial level

1. Disaster Prevention and Mitigation Centers : DPMC (Total number is 12 in 12 zones of DDPM ) with each DPMC locates in the following provinces: Pathumthani, Suphunburi, Prachinburi, Prachuabkirikan, Nakhonratchasima, Khonkaen, Ubonratchathani, Kampaengpeth, Phitsanulok, Lampang, Suratthani and Songkha. The main task of these DPMCs is to provide technical and logistical support as well as personel support to Provincial offices of DDPM in their jurisdiction.

Mister Early Warning Project : Village Volunteers keeping vigilance on such disaster as flash flood, landslide, debris flow in 2,355 villages of 51 provinces in four regions which are specified as disaster prone areas with one volunteer or Mister Early Warning in each village. DPMA is responsible for conducting training course for these volunteers.

Community Based Disaster Risk Management Project or CBDRM Project: - Financial and technical support from GTZ of Germany - Prototype Trainers (including 8 members of core team of instructors of DPMA and 120 CBDRM Trainers trained by DPMA and core team) - Field practitioner of CBDRM working with local residents in disaster prone-areas (official of Provincial offices of DDPM in each province)

A. Vulnerability Assessment : - carried out by local residents or inhabitants of disaster – prone villages according to CBDRM approach B. Planning : - Carried out by local residents and village committee. - incorporated into district and provincial civil defence plans C. Institutional Framework : - OTOS is a first responder unit or mechanism of disaster response at lowest level of national civil defence system of the country.

D. Information systems : - Risk Mapping by village committee - Weather forecast by Meteorological Department - Warning by Mister Early Warning in each village of the subdistrict (Tambon) - Alarming tools, (loudspeakers, siren, telephone etc.) - IT or internet linkage with local network - Rain guages installed in each subdistrict (Tambon)

E. Resource Base : - Disaster response assets provided by DDPM - Search and rescue apparatus provided by DDPM and Subdistrict (Tambon) Administrative Organization (SAO) - Volunteers (OTOS team members)

F. Warning Systems : - primitive tools (such as gong, wooden alarming stick etc.; fire crackers) - Trunk radio network - Telephone, celluphone - Village announcing tower (loudspeaker) - whistle, Ziren (manually operated) G. Response mechanisms: - One Tambon One Search and Rescue Team: OTOS - Disaster response plan developed by village committee.

H. Public education and training : - Handbooks produced by DPMA and distributed to local residents or villages in disaster prone areas according to each type of disaster threatening such areas - Training of villagers by CBDRM trainers from Provincial offices of DDPM and Trainers of DPMC - Pamphlet, brochures and manuals produced by DDPM and other agencies - Local radio network providing knowledge for villagers - Training of ‘Mister Early Warning” conducted by DPMA

I. Rehearsals and drills : - carried out by Subdistrict (Tambon) Administrative Organization (SAO) occasionally - conducted by the District Administration Office (District Officer of CEO of the district) at least 2 subdistricts (Tambon) a year in a district according to the District Civil Defence Plan - Financial and technical support from Provincial Office of DDPM and / or Disaster Prevention and Mitigation Center in each Zone of DDPM - Evacuation drill involving local residents and civil defence volunteers in the subdistrict. - Provision of shelters for evacuees or victims of disaster and administration of the shelter by village committee.
