The flight crew must be assessed on their CRM skills in accordance with a methodology acceptable to the Authority and published in the Operations Manual.
What is an Acceptable Methodology? When an Operator has the following in place and working:- ► The CRM standards to be used (eg NOTECHS) have been agreed by crews, operators and regulators – and reflect best practice. ► The standards are clear, briefed and published in the Operations Manual.
…………..cont’d ► Training courses are provided to ensure that crews can achieve the agreed standards and these are evaluated with regards to their effectiveness. ► The methodology for assessing, recording and feeding back has been agreed and validated. ► Procedures are in place for individuals who do not achieve the agreed standards to have access to additional training, and independent appeal.
… cont’d ► Instructors and examiners are qualified to standards agreed by all parties, and are required to demonstrate their competency to the CAA. ► A training and standardisation programme for training personnel should be established.
Validated - Can it be used for the purposes it was intended? ► Can the standards be observed. ► Is the variability in interpretation minimal. ► Are examiners consistent in their rating. ► Is the method practical for users. ► Does the scoring give enough information. ► Is it affected by relevant ‘cultural’ issues. ► Is there evidence of the above.
