What the methodology needed to be:  Ensure that qualification requirements are influenced by industry as well as other stakeholders  Ensure that qualifications are flexible – supporting progression, entry to workplace  Ensure that qualifications reflect CROQF guidelines

Outcomes of development: Occupational Standards Qualification Standards Curriculum Defines the competence required to be demonstrated by industry Defines the performance standard required to be demonstrated by individual Defines the content of training delivery needed to achieve performance standard

6 stages of development Develop Rationale Form Working Group Develop Occupational Standards Develop Qualification Outline Develop Qualification Standards Develop Curriculum Submitted by any organisation. Supported by Sector Council, Approved by AVETAE

Development of a ‘rationale’  Stimulates thought about the purpose of the qualification to ensure its ‘value’  Tests that there is a need and a market for the qualification  Proposes a set of qualification objectives which can be tested against the sector strategy  Ensures development is managed

Who is responsible?  Developed by either the Sector Council members or any other interested party  Must demonstrate where it links to plans set out in Sector Strategy  Must show support from Sector Council  Submitted to AVETAE for approval  Confirms start of development process

Occupational Standards:  Need to clearly understand the competences required by industry  Helps to inform what competences an individual needs to be of value to employers Why are they needed? What do they contain?  Analysis of competences needed  Broken down under a series of key headings – helps to identify common competences  Tells us what ‘good’ looks like

Qualification Standards:  Need to state what a learner should achieve through a qualification  Sets the criteria for assessment  Focuses on the ‘outcome’ of the training Why are they needed? What do they contain?  Series of mandatory and elective units  Defined in ‘Learning Outcomes’ and ‘Assessment Criteria’  Combination of practical activity and knowledge  Vocationally specific

Curriculum Specification:  Provides detail of the subject ‘input’ needed by the learner to enable them to achieve qualification  Ensures continuity of delivery Why are they needed? What do they contain?  Information targeted at VET teachers  Breaks content into ‘modules’ to identify where it links to subjects  Allocates timetable hours neeeded  Identifies relationship to General Education

Progress to date:  13 qualifications currently being developed by working groups – 1 per sector  Mentor/validation support provided by project  Qualifications submitted to AVETAE in early February  Groups have made good progress
