SCHOOL LOCKDOWN TASK FORCE For California Schools K-12 Team 2 Addressing the ADA, SFM, DSA and CDE Code Requirements

Education Code Sections K-12 School Safety Plan It is the intent of the Legislature that all California public schools, in kindergarten, and grades 1 to 12, inclusive, operated by school districts, in cooperation with local law enforcement agencies, community leaders, parents, pupils, teachers, administrators, and other persons who may be interested in the prevention of campus crime and violence, develop a comprehensive school safety plan that addresses the safety concerns identified through a systematic planning process. For the purposes of this section, law enforcement agencies include local police departments, county sheriffs' offices, school district police or security departments, probation departments, and district attorneys' offices. For purposes of this section, a "safety plan" means a plan to develop strategies aimed at the prevention of, and education about, potential incidents involving crime and violence on the school campus.

32281 & (a) Each school district and county office of education is responsible for the overall development of all comprehensive school safety plans for its schools operating kindergarten or any of grades 1 to 12, inclusive (b) It is the intent of the Legislature that schools develop comprehensive school safety plans using existing resources including the materials and services of the partnership, pursuant to this chapter. It is also the intent of the Legislature that schools use the handbook developed and distributed by the School/Law Enforcement Partnership Program entitled "Safe Schools: A Planning Guide for Action" in conjunction with developing their plan for school safety.

(a) On and after July 1, 2011, all new construction projects submitted to the Division of the State Architect pursuant to this chapter shall include locks that allow doors to classrooms and any room with an occupancy of five or more persons to be locked from the inside. (b) The locks shall conform to the specifications and requirements set forth in Title 24 of the California Code of Regulations. (c) Doors that are locked from the outside at all times and pupil restrooms are exempt from the requirements of this section.

Division of State Architect Door Operations Except as specifically permitted by this section egress doors shall be readily openable from the egress side without the use of a key or special knowledge or effort. CBC Door handles, pulls, latches, locks and other operating devices on doors required to be accessible by Chapter IIA or 11 B shall not require tight grasping, tight pinching or twisting of the wrist to operate. CBC Electromagnetically locked egress doors. Doors in the means of egress in buildings with an occupancy in Group A, B, E, M, R-1 or R-2, and doors to tenant spaces in Group B, E, M, R-l or R-2, shall be permitted to be electromagnetically locked if equipped with listed hardware that incorporates a built-in switch and meet the requirements below: 1. The listed hardware that is affixed to the door leaf has an obvious method of operation that is readily operated under all lighting conditions. 2. The listed hardware is capable of being operated with one hand. 3. Operation of the listed hardware directly interrupts the power to the electromagnetic lock and unlocks the door immediately. 4. Loss of power to the listed hardware automatically unlocks the door. 5. Where panic or fire exit hardware is required by Section , operation of the listed panic or fire exit hardware also releases the electromagnetic lock.

ADA The Department of Justice’s revised regulations for Titles II and III of the Americans with Disabilities Act of 1990 (ADA) were published in the Federal Register on September 15, These regulations adopted revised, enforceable accessibility standards called the 2010 ADA Standards for Accessible Design, "2010 Standards.“

ADA CBC Hardware height. Door handles, pulls, latches, locks and other operating devices shall be installed 34 inches minimum and 48 inches maximum above the finished floor. Locks used only for security purposes and not used for normal operation are permitted at any height.

ADA Plans must comply with the Americans with Disabilities Act, among other prohibitions on disability discrimination, across the spectrum of emergency management services, programs, and activities, including preparation, testing, notification and alerts, evacuation, transportation, sheltering, emergency medical care and services, transitioning back, recovery, and repairing and rebuilding. Plans should include students, staff, and parents with disabilities. Among other things, school emergency plans must address the provision of appropriate auxiliary aids and services to ensure effective communication with individuals with disabilities (e.g., interpreters, captioning, and accessible information technology); ensure individuals with disabilities are not separated from service animals and assistive devices, and can receive disability-related assistance throughout emergencies (e.g., assistance with activities of daily living, administration of medications); and comply with the law’s architectural and other requirements. SFM Door operations. Except as specifically permitted by this section egress doors shall be readily openable from the egress side without the use of a key or special knowledge or effort CBC Group E lockable doors from the inside. New buildings that are included in public school kindergarten through 12th grade state funded projects and receiving state funding pursuant to Leroy F. Green, School Facilities Act of 1998, California Education Code Sections through 17079, and that are submitted to the Division of the State Architect for plan review after July 1, 2011 in accordance with Education Code , shall include locks that allow doors to classrooms and any room with an occupancy of five or more persons to be locked from the inside. The locks shall conform to the specification and requirements found in Section Exceptions: 1. Doors that are locked from the outside at all times such as, but not limited to, janitor's closet, electrical room, storage room, boiler room, elevator equipment room and pupil restroom. 2. Reconstruction projects that utilize original plans in accordance with California Administrative Code, Section Existing relocatable buildings that are relocated within same site in accordance with California Administrative Code, Section

2013 California Building Code 716 Latch required: Unless otherwise specifically permitted, single fire doors and both leaves of pairs of side-hinged swinging fire doors shall be provided with an active latch bolt that will secure the door when it is closed Automatic-closing fire door assemblies. Automatic-closing fire door assemblies shall be self closing in accordance with NFPA

NFPA 80 Standard for Fire Doors and Other Opening Protectives Self-closing doors shall swing easily and freely and shall be equipped with a closing device to cause the door to close and latch each time it is opened Operation of Doors. All swinging doors shall be closed and latched at the time of fire The latches shall operate freely.

CFC CFC Definition; Lockdown An emergency situation, in other than a Group I-3 occupancy, requiring that the occupants be sheltered and secured in place within a building when normal evacuation would put occupants at risk Fire safety, evacuation and lockdown plans and associated drills shall comply with the requirements of Sections through Where required. An approved fire safety and evacuation plan shall be prepared and maintained for the following occupancies and buildings. Group E.

CFC lockdown Lockdown plans shall be approved by the fire code official and shall include the following: 1. Initiation. The plan shall include instructions for reporting an emergency that requires a lockdown. 2. Accountability. The plan shall include accountability procedures for staff to report the presence or absence of occupants. 3. Recall. The plan shall include a prearranged signal for returning to normal activity. 4. Communication and coordination. The plan shall include an approved means of two-way communication between a central location and each secured area. *Not adopted by SFM
