USDA/OSDBU November 19, 2015 Small Business Performance at U.S. Department of Agriculture

USDA’S Mission is to Enhance the Quality of Life for the American People by Supporting Production and Agriculture President Abraham Lincoln founded the Department of Agriculture in Calling it the “People’s Department” USDA is committed to helping America’s Farmers and Ranchers. But we do much more ---

Leads the Federal Anti-Hunger effort with the SNAP, School Lunch, School Breakfast, and the WIC Programs Is the Steward of our Nation’s 192 million acres of National Forests and Rangelands Is the Country’s largest conservation agency, encouraging voluntary efforts to protect soil, water, and wildlife on the 70% of America’s lands that are in private hands Is responsible for the safety of meat, poultry, and egg products

Helps ensure open markets for U.S. agricultural products and provides food aid to people in need overseas Brings housing, modern telecommunications and safe drinking water to Rural America Is the research leader in everything from Human Nutrition to New Crop Technologies that allow us to grow more food and fiber using less water and pesticides

USDA’s Purchasing Environment Purchase a broad array of products and services 11 major buying agencies Spend approximately $5 billion annually Large buyer of: – Commodities & Food Products – approx. 60% – Information Technology – 20% – Environmental Services – 5% – Architecture & Engineering/Construction/Real Property 10% – Other Services and Supplies, including Professional/ Administrative/Management Services - 5%

Small Business USDA One of 3 agencies (USDA, SBA, Interior) that has goals over 50%, which comprise 1.7% of overall contract dollars government-wide; The Department buys food and non-food commodities. AMS will never be able to exceed 35% to 40% for small business contract awards for food. The remaining 10 buying agencies have to offset food commodities by achieving 60%-65% small business contract awards for non-food; The small business goal from SBA for FY16 is 52.5%

2015 Small Business Goal Achievement BusinessFederal USDA USDA TypeGoalGoalAchievement Small 23% 53.00% 48.96% SDB (a) HUBZone Women Owned SDVOSB

Factors Impacting USDA Small Business Performance Food V. Non-Food Commodities Natural Disasters Decreased spending in FY16 in core areas, where we’ve historically performed well in – Food, Construction, Forestry, and Other. We anticipate that ADP will drop slightly due to budget constraints.

USDA’s Best Practices – OSDBU Monthly Vendor Outreach Sessions Bi-monthly Small Business Connections Update Procurement Forecast two times per year. Rural Small Business Outreach Events – 3 times per year OSDBU attended/hosted over 20 events in FY15 Training on Clearance, Subcontracting, Procurement Forecast for the Agency COs and PMs
