About myself Over 15 years of experience in IT. -IT staff -Telecom Project Specialist -Product Manager -Project Manager Last 5 years manager of the Polish EM programme office (day to day management of office and field officers, training for: courts employees and jugdes, field officers, implementations of changes, and project development)

Introduction Start of Polish EM programme was preceded by over 4 years of legislative work Poland then became the 13th European country to use EM. System was made based on British practices Semi Private-Public Partnership

Four years before … Launching of EM programme was preceded by a lot of legislative work and meetings with suppliers and experts from other countries – mainly form the UK. As one of the oldest and largest EM programmes operating in Europe a ministerial and commercial cooperation model similar to that used in the UK was adopted. Between 2003 and 2007 there were several changes to the original EM act. Finally it was decided to submit to Parliament an episodic act.

Act The Polish EM programme was based on a special law act of 7th September 2007, which regarded the ability to have imprisonment outside prison using electronic surveillance Act was reapproved 5 times.

Reapprovals /05 extending time of entry into force and significant change in introduction to latest technical solutions /05 very significantly expanded the scope of the Act – increased punishment of EM from 6 to 12 months and given opportunity to fourfold increase in population of convicts eligible to apply for a penalty in EM – abolished payment for serving penalty in EM by convicts, – rationalize responsibilities and activities in EM of probation officer – several changes and updates

Reapprovals (2) /08 which introduced – possibility of EM in relation to convicted who are held obligation to stay in a place of residence for the duration of the mass event (e.g. football match) /05 which introduced – possibility of granting early release convicts held EM penalty, – granted probation officers wider rights regarding sentences, – grant convicts right to social benefits

Reapprovals (3) /07 which introduced non-temporal EM act

Social and financial factors 1.Maintain ties with family 2.Continue gainful employment 3.Self-control behavior, learning responsibility 4.Lack of negative effects of psychological and social benefits of long-term isolation 5.Lack of reliance of people from the penitentiary system 6.EM programme is 5 times cheaper than incarceration

Problems Regulations didn't fit the current situation Understanding what is EM Change in the decision of conviction - EM instead of suspended sentence At the beginning of the difficulties in forming judgments Problems with using the application (workflow) A very slow work of courts Too restrictive interpretation of violations or excessive indulgence Shortage of staff Lack of equipment (IT)

Life stories About one judge A person who was very skeptical in the first contact with EM – he thought that EM is not real punishment. After a year the same judge was one of the staunchest supporters of the programme.

Life stories (2) About one offender A person who during curfew was absent and had an accident on bicycle. He ride an bicycle in winter and fell down to the trench and broke an leg. Probably he will be die from the cold if we don’t find him.

Campaign The media campaign promoting EM programme and helps to get the information about programme to the people in a certain sense, excluded from public life.
