BACKGROUND 1.Disaster prone country; often have more than one disaster at same time. 2.Lot of experience in Disaster Management. 3.Institutionalizes DM through – Legislation – Institution ( national and local levels) and – Budgeting framework.

ENGAGEMENT WITH PDNA 1.Is familiar with DaLA over last 5 years. 2.DaLA is specifically mention in the DM Law 3.In mid 2008 UNDP designated Indonesia as a PDNA “pilot country” 4.Conduct National Workshops in 2008 and Organize interagency processes : a.Joint drafting of PDNA operating guideline. b.“Road show” to 3 sub regions c.Development of draft Indicators 6.Committed PDNA to be a critical deliverable in the global forum, 2009

STATUS OF METHODOLOGIES DaLA Extensive training of DM officials Being use as a tool to verify Local Gov request for Nat. Emg.Fund Being applied in all large and small scale disasters A complete guide is being developed. Series of DaLA training continues. HRNA Has been included as text in PDNA draft guide; BUT No methods No tools No Training. No Activities

RECENT DEVELOPMENT 1.In West Sumatera DaLA + HRNA were integrated into Gov Action Plan 2.Although HRNA did not manage to do the costing, Gov still funding ER from Nat Budget. 3.A policy framework on the participation of international agency in post disaster recovery is being developed. 4.Including the establishment of a standing mechanism for trust fund (Indonesia Multi Donor Fund Facility for Disaster Recovery – IMDFF-DR)

PDNA IN THE NEW FRAMEWORK 1.Action plan for Rehab/Recons is a central document for each of future disaster recovery. 2.It will be based on the PDNA, that is: a.Gov led b.Integrating DaLA and HRNA c.Costed in monetary term d.Used as basis for recovery programs 3.A policy guide is being developed 4.UNDP project is designating a one person to develop HRNA chapter for the guide

WAY FORWARD 1.What is the status of Indonesia as PDNA “pilot country”? 2.How to link national initiative to global effort? Technical and/or funding support? 3.How to urgently develop HRNA method, practical tools, and index for costing? 4.What are expected from Indonesia in Washington DC review?
